Context:
Under the overall supervision of the Regional Director (RD), the direct supervision of the Deputy Regional Director (Management), and secondary reporting line to the Director, Supply Chain Division (SCD) at Headquarters (HQ) and in coordination with relevant Units in HQ and Administrative Centres, the Regional Supply Chain Officer will be responsible and accountable for overseeing the Supply Chain (SC) activities in the Region, guided by Supply Chain Management objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.
In particular, the Regional Supply Chain Officer will strengthen the regional advisory support to bridge technical capacity gaps at the Country Offices (COs) level and enhance coordination and knowledge sharing across COs in the Region.
Core Functions / Responsibilities:
- Conduct strategic planning for SC related activities in the Region in close collaboration with internal and external stakeholders in the COs in the Region, as well as relevant units at HQ.
- Lead implementation of the SC strategy and related projects in the Region, in accordance with IOM Supply Chain Strategy, the ongoing application of internal governance framework, business transformation and other initiatives.
- Monitor, assess and manage the SC risks at the regional level while mitigating potential SC related risks evolving in the Region.
- Provide direct expert support and advice to guide the emergency SC operations, particularly the rapid deployment of SC personnel at the onset of any crisis. Collaborate with the SCD Emergency Cell of HQ to manage demands sourced from the global prepositioning network and/or global procurement.
- Provide specialized advisory services and technical guidance to COs in the Region, in particular to SC teams and senior management. Collect and analyze data related to the SC operations and prepare reports for management to assess effectiveness and identify areas for improvement.
- Review, evaluate and consolidate regional procurement plans to identify opportunities for regional Long-Term Agreement (LTA) development and procurement collaboration. Provide expert support to transactional procurement actions and establish and manage regional LTAs for specialized and repetitive procurement needs. Leverage the use of global LTAs and Prepositioned Stocks and ensure coordination with other regions to expedite delivery.
- Engage with COs in the region, to provide advice and guidance in defining and implementing effective procurement strategies, focusing on efficiency gains, process acceleration, risk mitigation, and scalability. Guide the creation of procurement action plans, including tendering, evaluation, and contract management processes.
- Provide advice, guidance and expert support the COs in the Region with management of Implementing Partners (IP), including identification of potential IPs based on their expertise, historical records, capacity and presence within the Region, and conduct thorough assessments to ensure alignment with the organizational goals and standards.
- Provide advice, guidance and expert support to the COs in the Region in managing complex procurement cases, in consultation with IOM technical departments.
- Monitor assets in the Region, including armored vehicles, to coordinate asset utilization across the COs, and beyond.
- Advise, guide and support the COs in the Region with establishment and management of a robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization’s assets and prevent fraud, while ensuring that CO specific administrative procedures are in place and followed in accordance with the Organization’s rules and regulations.
- Provide technical supervision, guidance and training to the supply chain management staff in the Region, while monitoring, evaluating, and promoting their professional and career development.
- Identify training needs in the Region, lead trainings and workshops to foster knowledge sharing across COs.
- Provide support to assess the SC staff capacities and overall SC operations in the Region. Foster a culture of knowledge exchange and best practices in SC management.
- Represent the Regional Office in the UN inter-agency meetings and forums related to SC management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
- Establish and maintain connections with peers to explore collaborative procurement opportunities within the UN system in the Region.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in leading and managing diverse supply chain operations; and,
- Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
Skills
- Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics;
- Excellent level of computer literacy; and,
- Good knowledge of ERP system is an advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written). Working knowledge of Portuguese and Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
