Position Summary

Ria Senegal is seeking a Finance Manager to lead the local finance function for a six month maternity cover contract. The position covers both the standard remittance (money transfer operator) business and its newly launching mobile wallet product. The role owns day-to-day accounting, tax and regulatory compliance, monthly reporting, and financial forecasting, and will play a key part in building out finance processes and controls to support the mobile wallet launch.

Key Responsibilities

Monthly Close & Accounting

  • Manage the full monthly close process for both the standard MTO operation and the mobile wallet entity/business line
  • Prepare and review journal entries, accruals, and general ledger reconciliations
  • Maintain the fixed asset register and intercompany reconciliations with Group/Regional entities
  • Prepare monthly management accounts (P&L, balance sheet, cash flow) for local and regional review

Tax & VAT

  • Prepare and file monthly VAT returns in line with Senegalese/UEMOA tax requirements
  • Manage corporate income tax compliance, withholding tax, and other statutory filings
  • Liaise with local tax authorities (DGID) and external tax advisors on queries, audits, and assessments
  • Monitor changes in Senegalese tax law and BCEAO/UEMOA regulations affecting the MTO and mobile wallet businesses

Forecasting & FP&A

  • Prepare monthly and rolling forecasts, and support the annual budget process
  • Provide variance analysis (actual vs. budget/forecast) with commentary for regional finance and local management
  • Model financial impact of new corridors, agent network changes, and mobile wallet volume growth

Regulatory & Compliance

  • Support maintenance of the MTO licence and any e-money/mobile wallet licence with BCEAO
  • Ensure compliance with local company law, statutory reporting, and audit requirements (annual financial statements)
  • Coordinate with external auditors for annual audit and statutory filings
  • Support AML/CFT and FIC-type compliance reporting as required for remittance and mobile wallet flows
  • Ensure safeguarding/trust account requirements for mobile wallet float are properly accounted for and reconciled

Treasury & FX

  • Monitor cash positions and liquidity across MTO and mobile wallet float/trust accounts

Team & Stakeholder Management

  • Manage and develop local finance team members
  • Act as the primary finance point of contact for local management, Group/Regional Finance, and external stakeholders (auditors, tax authorities, banks)
  • Partner with Operations and Compliance on the mobile wallet rollout, ensuring finance processes and controls are in place ahead of launch

Requirements

  • Bachelor’s degree in Accounting, Finance, or related field; professional accounting qualification (e.g. DECOFI, DSCG, ACCA, CPA, or equivalent OHADA-recognised qualification) preferred
  • 5+ years’ finance/accounting experience, ideally in remittance, payments, fintech, mobile money, or financial services
  • Strong working knowledge of Senegalese/UEMOA tax and VAT requirements, and OHADA accounting standards
  • Familiarity with BCEAO regulatory requirements for MTOs and/or e-money issuers is a strong advantage
  • Experience with monthly close, reconciliations, and financial forecasting/FP&A
  • Strong Excel skills; experience with ERP/accounting systems
  • Fluent French and working proficiency in English (for reporting to regional/group finance)
  • High attention to detail, ability to work independently, and comfortable operating in a fast-moving, growth-stage environment
