Monitoring, Digital Programming & Learning Officer, WCA.

  • Grade: national 4
  • Contract length: 1 year (with possible extension)
  • Child safeguarding:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role purpose

The MEAL function is part of the Program Development and Quality department in the Regional Office that supports country offices to embed MEAL systems to drive program quality improvement, generate evidence of the impact of our work, and foster learning. The Monitoring, Digital Programming & Learning Officer is in the regional MEAL team, focusing on three areas: studies (research, evaluations, assessments), Projects-on-Track, and MEAL IT.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

  • Annual gross salary level: XOF 13,000,000 – XOF 14,000,000 (offer will be based on experience/internal equity and financial availability. SCI offers a competitive benefits package outside of salary).

Key areas of accountability

A – Innovation Studies & Learning

Support the Regional E&L Manager with the regional initiative to improve the quality and use of studies (research, evaluations, and assessments) to enhance projects and programmes:

  • Translations of SCI’s key evaluation online training material “Designing, Planning and Managing Quality Evaluations”, SCI standard templates (TOR, inception report, final report, etc.) and guidelines, protocols, and templates for other training based on the online material, e.g., F2F, blended training, and webinars.
  • Technical support to the WCA working team in the contextualization of the training material and contribute to the development of other training methods and formats, as well as coordination of piloting.
  • Support the LIFT lab committee to Oversight of the LIFT lab initiative in countries
  • Assess proposed LIFT lab initiatives and ensure these contribute to innovation
  • Capture innovation and share findings across Cos and region
  • Collaborate with other regions and LIFT Lab
  • Support the MEAL Manager in SC Italy in coordinating the recordings of the online training.
  • Administrative tasks, e.g., meeting coordination, note taking, planning and logistics of training, etc.

Global Research, Evaluation & Assessments Pipeline and the Resource Center:

  • Support country offices and selected regional projects.
  • Monitor and follow up usage, including EQAT for evaluations.
  • Review selected studies and encourage the use of SCI templates (TOR, inception report, final reports, etc.) including integration and use of the EQAT criteria.

Enhance the integration and establishment of best practices into technology-enabled programs and processes

  • Contribute to the strategic objective “use digital and data”, i.e., leverage digital to increase speed, reach and improve cost-effectiveness, strengthen the organization’s evidence of what works, and increase our use of data and analytics.
  • Establish a regional Technology for Development (T4D) working group that aims to work across functions and projects to gather inputs and support for T4D.
  • Champion T4D in the region.
  • Identify field-proven technology solutions used in programs and develop effective technology products and services that can be shared widely for consumption/adoption.
  • Collaborate with SCI Community of Practice (CoP) and the Digital Programming team at SCI Centre around technology for development (T4D) initiatives that will facilitate sharing of knowledge and learnings of how technology is being used in programmes.
  • Continuously monitor T4D initiatives within and outside SCI and champion the use of the standard processes/best practices in implementing T4D solutions.
  • Ensure that new proposals where necessary imbed and budget for T4D solutions.
  • Identify country office digital programme needs.
  • Support the rollout of the global Digital Toolkit.
  • Deliver training and capacity bridging on the Digital Toolkit and its components.
  • Support country-to-country learning on digital integration.

Projects-on-Track /PPM PRIME

Contribute to the quality and use of Projects-on-Track (PoT) and MIs 33 and 34, for results-based decision-making, learning, and adaptive management:

  • Provide recurrent training and technical support to CO staff.
  • Coordinate quarterly reviews of data in collaboration with CO MEAL and the Regional E&L Manager.
  • Upon request, clarify and support the data quality process upon request, including relevant action.
  • Support the development of methodology and process for evidence-based quality assurance for MIs 33 and 34. (TBD)
  • Support the rollout of PPM PRIME and regularly Analyze data to track impact at regional and CO levels.
  • Support CO to conduct analysis and to address gaps in PPM PRIME reporting and set up
  • PRIME: Tasks include, but are not limited to, supporting the regional MEAL unit on indicator-related work, and other technical PRIME MEAL support.

Qualifications and experience

Essential

  • University degree in social sciences, statistics, Computing Sciences/ Information Technology,
  • Minimum of two (2) years of experience in MEAL using digital solutions
  • Functional knowledge of statistics and data processing; experience collecting and analyzing quantitative and qualitative data
  • Possess the ability to understand and manage structured query language (SQL), Knowledge of “relational database management systems” (RDBMS), « object-oriented database management systems » (OODBMS), and/ or XML database management systems
  • Experience with database-driven web applications including having an up-to-date knowledge of the technology for development approaches
  • Hands-on experience working with heterogeneous software systems; understanding of JSON data encoding
  • Software development experience is a plus, preferably using a Javascript-based environment
  • Strong written and verbal language skills in English and French
  • Good knowledge of MEAL systems, including the Global Pipeline, Resource Center, PoT, and SCI studies.
  • Ability to work on own initiative to build on and develop the job, combined with the ability to work effectively as part of a team
  • Organized, with good attention to detail, and developed the ability to prioritize multiple tasks to meet tight deadlines and organize work
