Every year over 300,000 mothers die from complications of pregnancy and childbirth with 99% of all maternal deaths occurring in the developing world. Unintended pregnancies also contribute significantly to maternal mortality. In developing countries, 214 million women and girls have an unmet need for contraception, meaning they want to avoid or postpone pregnancy but are not using a modern contraceptive method. CHAI takes an integrated Sexual, Reproductive, Maternal, and Newborn Health (SRMNH) approach to addressing these challenges, beginning with reaching adolescents with reproductive health education and services, and continues with supporting women through their reproductive years to ensure every woman is able to realize her reproductive intentions including: avoid unplanned pregnancy and sexually transmitted infections, terminate a pregnancy safely under a country’s legal framework, have a healthy pregnancy and childbirth, see her newborn thrive from birth to childhood, and space and limit births.
To reduce maternal and neonatal mortality at childbirth CHAI focuses on averting preventable deaths that can occur in the 24- to 48-hour window around the birth process by building the health system’s capabilities to prevent potential complications from becoming life-threatening, to apply proven and simple interventions to ensure survival, and to quickly refer cases to the appropriate health system level for proper treatment. To reduce unintended pregnancies and increase access to safe abortion services, CHAI aims to increase access to essential reproductive health products and services in partnership with governments by pursuing global and country-focused market-shaping opportunities and in-country engagement around guidelines, registration, tendering, procurement and service delivery. In addition, CHAI aims to strengthen government health systems and build the capabilities of ministries of health to deliver robust, integrated reproductive health programs and to counsel adolescent girls and young women on SRH.
Underlying CHAI’s approach is the development of effective, government-led management systems that serve as the backbone towards facilitating program implementation, supports transition and enables governments to sustain progress, while also providing for the continued growth and evolution of a country’s SRMNH program. In particular, clear protocols for each level of the health system and routine data collection mechanisms that monitor key indicators are established and strengthened to enable managers to ensure clarity of roles and responsibilities, develop data-based long-term plans, pinpoint weaknesses in the system and troubleshoot challenges.
CHAI’s Global Sexual and Reproductive Health (GSRH) Team is seeking an Associate to support CHAI GSRH supply chain needs in CHAI SRH focus countries, specifically in West/Central Africa (also potentially countries in East/South Africa or Asia depending on need). The base location is limited to a CHAI program country in Africa, with a strong preference for a country in West/Central Africa. Expected travel is 30%.
We are seeking a highly motivated individual with superior problem-solving skills who is resourceful, collaborative, and proficient in quantitative analysis to support coordinated global supply planning processes for SRH commodities, improve visibility into country funding gaps for procurement of SRH commodities, and strengthen country forecasts and supply plans.
The Associate will work closely with those on the Supplies Team within the GSRH team, require extensive collaboration with other members of the GSRH team and CHAI country teams, and will report to the Global SRH Senior Manager. The role will be a supply chain expert resource, and will be available to support CHAI country teams to improve country-level quantifications and supply plans. In addition, the role will interact with other key internal teams, including but not limited to the Global Maternal Health Team, the Global Markets Team (GMT), the Product Development and Regulatory Affairs Team (PDRA) and the Applied Implementation and Research Team (AIR).
As a member of the Consensus Planning Group (CPG) within the Global Family Planning VAN (GFPVAN), CHAI also works very closely with global and country stakeholders such as country governments, RHSC, USAID, UNFPA, JSI, GHSC-PSM, BMGF and others. With these partners, the Associate will support the expansion of the GFPVAN, a platform that supports stakeholder coordination of procurement of contraceptives, and supply of these products, to lower-middle income countries. The visibility the GFPVAN platform provides and the coordination CHAI supports helps prevent stock outs within countries, improve resource allocation and efficiency, and manage the allocation of products when demand exceeds supply. As part of the expansion of the GFPVAN, the Associate will support orientation of country stakeholders to the platform and routine coordination processes. The Associate will also provide critical country-level insight from CHAI country teams and develop analyses required to support the work of the GFPVAN group. Thus, the candidate must have excellent communication and relationship-building skills and have a proven ability to work well with others remotely.
Specific responsibilities of the Supply Chain Associate will include:
Global Supply Coordination
- Provide the CPG with support to onboard new countries to the GFPVAN; provide ongoing support to 3-6 countries.
- Execute training of assigned country users and other country stakeholders on supply chain data management principles related to GFPVAN processes and the GFPVAN platform.
- Act as main point of contact between VAN and country data providers for the collection, review, and validation of national inventory and supply plan data for a portfolio of countries.
- Work with country data providers to ensure that inventory and supply plan data is submitted on time and is complete.
- Work with the CPG to vet contraceptive orders, allocate shipments across countries, prevent stock outs and identify potential funding shortages. Relay critical country-level insights in global discussions, quickly and effectively supporting information flow between country and global levels to address actual or potential stock imbalances.
- Ensure that supply plans, inventory, and order/shipment data as presented in the GFPVAN are in alignment with one another for a portfolio of countries.
- Create data validation tickets and work to resolve data validation issues for a portfolio of countries using the GFPVAN ticketing system when possible, or directly with country data providers.
- Support continuous process improvement efforts through active participation in GFPVAN taskforces and workstreams. ??
- Support ad hoc translation to help bridge understanding between the Francophone and Anglophone communities.
- Flag CHAI focus country commodity gaps to key stakeholders at the global level (e.g. USAID, UNFPA, RHSC, FP2020, FCDO) and gain consensus on the gaps and to enact concrete solutions to address gaps
- Develop relationships with key stakeholders working in SRH commodity security, becoming a respected and trusted thought leader in this area of focus within CHAI and within the global community
- Conduct analyses of global consumption or procurement data, or other information, as needed
- Provide country insight to the CHAI Global Markets Team to support market shaping efforts
Country Supply Chain
- Serve as a supply chain expert resource to the Global SRH Team and to country teams, providing technical support as needed on in-country supply chain and distribution systems
- Respond to requests from Global SRH Team to provide support to country teams to strengthen national forecasts and improve supply planning processes, and build the forecasting and supply planning capability on teams as needed
- Manage and strengthen system to monitor stock on hand, consumption and orders of family planning commodities and medical abortion products for CHAI focus countries
- Collaborate with country teams to mitigate supply chain related barriers
- Complete knowledge focal point responsibilities as outlined in the SRMNH knowledge map
- Inform program activities based on global evidence base, insightful analytical perspective, and lessons learned from CHAI and other partners
- Develop and coordinate with SRH team members to develop global goods and knowledge products that advance our global evidence base
- Work collaboratively with Global SRH Team, Global MNH Team, Applied Implementation and Research Team (AIR), Global Markets Team (GMT), the Product Development and Regulatory Affairs Team (PDRA), other relevant CHAI global teams and CHAI country teams to achieve project goals
- Provide analytical and management support as requested
- Contribute to donor reports
- Frequent travel to meet with global stakeholders in Washington, D.C., Copenhagen and New York as well as to countries in Africa and Asia
- Other responsibilities as needed
- Bachelor’s degree in a related field with a minimum of 3 years of experience, or Master’s degree in a related field with a minimum of 2 years of work experience in a demanding and fast-paced environment
- Excellent written and oral French and English communication skills
- Excellent Microsoft Excel skills, including experience building and maintaining quantitative models, and high level of proficiency in PowerPoint and Word
