Context:

Launched in August 2022, with funding from the European Union, the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa (MPRR – SSA) enables migrants who decide to return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement. In close partnership with state and non-state actors, it provides assistance to returnees to help them rebuild their lives in their country of origin through an integrated approach to reintegration that seeks to address the economic, social and psychosocial needs of returnees while including their communities in the reintegration process.

In this context and under the overall supervision of the MPRR Senior Regional Coordinator in Dakar and the direct supervision of the MPRR Regional MEAL Officer in RO Dakar, the Monitoring and Learning Officer will support aspects of the implementation of the MPRR Monitoring, Evaluation, Accountability and Learning (MEAL) system in the Region.

Core Functions / Responsibilities:

  1. Under the guidance and supervision of the MPRR MEAL Officer, support aspects of the implementation of the MPRR MEAL strategy, including tracking the implementation of MEAL country workplans, quality assurance mechanisms and data collection methods and procedures, and bring mainstreaming and other issues to the attention of the supervisor.
  2. Follow up with COs as required and monitor data collection in terms of country targets.
  3. Participate in data verification exercises, compile and provide technical information to country offices to assist them in correctly performing such activities, and update relevant data sources such as the Monthly or KoBo databases as required.
  4. Assist with problem solving and the smooth implementation of Monitoring and Learning activities.
  5. Work closely with relevant staff and provide inputs and information to support the development and review of data collection tools and other SOPs and guidance documents.
  6. Identify and suggest opportunities for online and in-person meetings/webinars, trainings, workshops and other events related to Monitoring and Learning activities and participate in the planning and formatting the content of such trainings.
  7. Participate in specific MPRR reporting exercises with a specific focus on the data coherence with the database and bring issues to the attention of the supervisor and M&E staff in COs.
  8. Participate in field visits to Country Offices as needed to assist with M&E staff capacity building.
  9. Perform preliminary data analysis at the programme level (cross-country) for program learning.
  10. Generate and extract updates and compile information to support the MPRR MEAL Officer with data analysis, preparation of reports and results dissemination in a timely manner.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution; or,
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in the design or review of log frames/result matrices and M&E tools and surveys;
  • Experience in data management activities such as data collection, data cleaning and drafting statistical & analytical reports in a humanitarian or development context;
  • Experience supporting the development and dissemination of learning products;
  • Experience in organizing and delivering training and strengthening capacities in M&E;
  • Knowledge or experience in Project Cycle Management (PCM) and Results Based Management (RBM);
  • Field experience in the Migration, Humanitarian or Development fields, focusing on project monitoring and evaluation is desirable; and,
  • Experience in liaising with governmental authorities, donors, academia, other national/international institutions and NGOs is desirable.

Skills

  • Ability to consolidate information from multiple sources and present the analysis;
  • Strong written and oral communication, organizational and interpersonal relationship skills;
  • Excellent command of Excel. Knowledge of statistical analysis software desirable;
  • Knowledge of KoBo, MiMOSA and PowerBi an advantage;
  • Hard working, good team player, dedicated, ability to monitor and follow up on pending matters; and,
  • Ability to meet deadlines and work under pressure with minimum supervision.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
