Background
The NRC Central and West Africa region is composed of country offices in Burkina Faso, Cameroon, Central African Republic, Democratic Republic of the Congo, Mali, Niger, and Nigeria, with an overall budget of approximately 100 million USD and 1,600 dedicated colleagues. All countries are experiencing varying levels of deterioration of the security situation, increasing humanitarian needs and displacements due to conflict increasingly impacted by climate change.
The Central and West Africa Regional Office (CWARO) oversees the country programmes in the region and provides strategic guidance and oversight across core programme, advocacy, and support functions.
The Regional Support department, led by the Regional Support Director (RSD), provides expert advice, reinforces tools and systems usage and development, and monitors compliance of support functions at the country level – including Administration, Finance, HR, ICT, and Logistics. The RSD works collaboratively and in a matrix structure with the Regional Programme, Advocacy, Risk Management and Compliance, and Security teams, as well as the Organizational Development department in Head Office (HO), and not least with Heads of Support in Country Offices (COs). With a growing focus on reducing the environmental impact of our operations, in partnership with NORCAP, CWARO added a Regional Roving Energy Expert in 2022, under the supervision of the RSD.
The purpose of the Regional Support Director (RSD) position is to assume overall accountability responsibility for strategic development and capacity of Administration, Finance, HR, Logistics, and ICT functions in the region promoting learning and cost-conscious culture. The RSD has a responsibility to ensure a holistic approach to the operations.

Role and responsibilities
- Engage as an active member of Regional Management Group and Extended Regional Management Group, and act as Regional Director when requested
- Ensure linkages between NRC Head Office support function developments and the region and country offices and actively contribute to the work of the Organizational Development Management Team
- In collaboration with the Regional Roving Energy Expert, support Country Offices to reduce their environmental footprint
- Provide approval on recommendations from the Global Recruitment Center on all recruitment processes grade 8 and above throughout the region
- Review CO Master Budgets and organizational structures (organigrams) for approval by the Regional Director
- Provide induction, capacity building, and training to CO Heads of Support
- In cooperation with the Regional Programme Director, explore and create synergies between Country Offices related to programmatic support and development.
- In collaboration with functional heads, review CO standard operating procedures to ensure they comply with internal and donor regulations
Professional competencies
- Minimum 7 years of relevant leadership/management experience within the humanitarian field
- Experience from working in complex and volatile contexts
- Documented/proven results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Professional proficiency in French and English, both written and verbal
- Knowledge of the humanitarian context in Central and West Africa
- Experience in managing large support departments
- Experience with start-up and exit
