PURPOSE OF POSITION
The Emergency Communications Specialist provides technical oversight to World Vision influencing and communications work to create visibility and awareness relating to the ongoing complex humanitarian crisis including the food crisis and its impact on the education, livelihoods and humanitarian protection across the region. S/he engages with regionally-based partners and leads the development and implementation of the humanitarian communications plan.
The position will coordinate the Response Communications focal points at national levels, under the technical oversight of the Regional Communications Director.
MAJOR RESPONSIBILITIES:
Communications Management & Leadership
Develop a annual regional communications plan to position WV as a humanitarian expert in the region focusing on the response programmes for Hunger, Conflict and Climate change
Work with national offices to provide communications capacity building and on-the-job training for non-communication staff and for communicators where appropriate and needed; assess other training needs on communications and media for leadership and functional managers including brand engagement and spokesperson.
Support national offices in building their country disaster readiness plans
Represents communications and public engagement and participates as the communications advisor to the Disaster Management working groups, Community of Practice, and maintain partnerships with peer agencies’ communications leaders
Content Management
Lead on developing, managing and disseminating emergency positioning papers and high-quality resources including advocacy messaging from World Vision’s responses in line with the main 3 three topics in West Africa ie Hunger, Conflict/displacement and Human right/protection
Develop high quality and compelling content geared towards WV emergency response top donors including UN agencies for strengthened grant positioning
Proactively manage Partnership content and media chat room requests on digital platforms and ensure content is provided to Support Offices via World Vision preferred channels and chat rooms.
Information Coordination
Support the development and distribution of Alerts and Declarations as required, in consultation with the region.
Coordinate response content with the Disaster Management Information Management.
Develop, edit and check messages and branding for Situation Reports, Disasters Updates, Newsletters including information on the impact of the crisis and WV response impact.
KNOWLEDGE, SKILLS AND ABILITIES
Minimum education, training and experience requirements to qualify for the position:
University degree in Communications, Journalism, Humanitarian Studies or relevant field. Master’s degree preferred.
A minimum of 5 years’ experience in communications, campaigning and lobbying, including donor engagement.
A minimum of 3 years in a management role in the communications for humanitarian assistance and/or development sector, with a significant portion of this in INGOs Demonstrated understanding of key humanitarian principles, standards and best practices Work experience and abilities required as a minimum qualification for this position.
Experience in Emergency communication, information management and content production
Experience in advocacy /external engagement, including the implementation of multi-level advocacy and policy work
A good background in program quality and information management
Good experience in working with bi-lateral and multi-lateral donors, proposal development
Experience working in a cross-cultural environment
Experience in engaging with governmental institutions and multilateral agencies
Self-starter who can work independently under pressure and who has ability to manage work tasks without direct supervision.
Effective in establishing priorities and planning, coordinating and monitoring activities, juggling competing demands and work to tight deadlines.
Understand Humanitarian Industry and have proven experience within a relief/ Disaster Management setting
Effective in written and verbal communication in French. Good English proficiency preferred
Ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders Work Environment:
