GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
Tembo Vision is a Learner-centered space that provides efficient digital learning and development opportunities adapted for all MSF staff, to be better contribute to MSF operations and MSF social mission. The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge.
GENERAL OBJECTIVE OF THE POSITION
Tembo (MSF) is seeking a dedicated and experienced Strategic Plan Coordinator to be in charge of coordinating and accompanying the construction of the new strategic plan of Tembo. The Strategic Plan Coordinator will be responsible for driving the strategic planning process across departments, ensuring alignment with organizational priorities, and supporting the achievement of both short-term and long-term objectives. The position will be under the direct supervision of the Head of Tembo and should work in close collaboration with Tembo Program Manager.
SPECIFIC OBJECTIVES OF THE POSITION
- Coordination of strategic plan building process
- Define the scope, methodology and micro-planning of the strategic plan development process, in collaboration with Tembo MT.
- Share and disseminate the WoW and methodology of the process among all stakeholders involved.
- In close collaboration with the Programme Manager, support Tembo managers and heads of department by leading the discussions based upon learning and challenges in implementation of the strategy, with a focus on: Where are we? Where do we want to be? How will we get there?
- Identify critical gaps, conduct analyses, and identify strategic opportunities together with the different stakeholders in the movement, members of Tembo governance levels, and Tembo team members, through a participatory approach (interviews, focus groups, attendance at key events, surveys, etc).
- Collect, Review, and Analyze the feedback and results coming from Tembo team and external stakeholders’ consultations and workshops.
- Engage with the different members of Tembo Board, Steering Committee and Working Group, strategic partners, and other corresponding platforms (IDRH, HR29, ISM, ITL, etc.) to prioritize strategic direction and refine mission, vision, objectives and strategy resulting in the common definition of key objectives.
- Review and identification of relevant organizational documents
- Identify challenges and lessons learnt from the previous Business Case that should be taken into consideration when building the new Strategic Plan.
- Draft an initial report on lessons learnt from TIC funded business case which will serve as a baseline for final TIC report.
- Review indicators and KPIs stated in Business Case and previous Operating Model, identify gaps and/or inconsistencies with the key orientations for 2026.
- Review initial version of Tembo catalogue of services and identify potential gaps and/or inconsistencies with the key strategic orientations for 2026.
- Identify and review other sources of information (Activity reports, project charters etc.).
- Draft and dissemination of Tembo Strategic Plan
- Based on the analysis of feedback collected among all stakeholders involved, and on the review of organizational documents, draft the Tembo Strategic Plan around key objectives.
- Support Tembo MT in designing appropriate systems and metrics for Monitoring, Evaluation, Learning and Impact to best align with identified key objectives and expected results.
- Provide written inputs to the development of the strategic framework for presentation and endorsement at Board level (Q3 of 2025).
SELECTION CRITERIA
- Minimum of 4 years of experience in strategic planning and/or management of complex projects involving multiple and diverse stakeholders.
- Good understanding of the institutional functioning of the MSF movement and institutional stakeholders (MSF Operational Centers / MSF governance etc.).
- Previous experience with MSF is a must.
- Excellent organizational, analytical and planning skills.
- Experience in organizational and change management is an advantage.
- Proven excellent communication and facilitation skills, including in multicultural settings.
- Working knowledge of design and implementation of participatory group methodologies.
- Fluency in English is required. Fluency in French and/or Spanish is desirable.
- Solid digital skills (Word, Excel, PPT, Power BI, Mural etc…).
CONDITIONS
- Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Full-time job
- Duration of position: temporary contract of 6 months.
- Annual gross salary: HQ 4A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
- Starting date: As soon as possible.
