GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

GENERAL OBJECTIVE
In close collaboration with the operational cell and under the line management of the Supply Chain Coordinator in HQ, your main objective is to design and guarantee the implementation of a responsive, agile and efficient supply chain that has the ability to meet the changing needs of medical operations and deliver the right quality products on time at the right place.

MAIN RESPONSIBILITIES AND TASKS

  • Scope of supply chain topics:

    • Planning & Forecasting.
    • Order and budget calculation.
    • Local/international order management.
    • Local procurement (spend analysis, Sourcing, contracting).
    • Transport and importation.
    • Logistical stock management/warehousing.
    • Mission internal distribution.
    • Order and budget calculation.
    • Application of procedures & guidelines.
    • Organizational set-up at mission level.
    • Performance management, optimization and propose continuous improvement.
  • Responsible for the Supply Chain strategy for the portfolio missions:

    • Support and assist the coordinations of each mission in the portfolio in defining, updating, and implementing a strategy for all pillars of the Supply Chain (planning, local purchases, order management, stock management, warehousing, transport, imports).
    • Analyze specific Supply Chain issues in the countries of the cell, identify risks, and implement mitigation measures.
    • Ensure market monitoring and country constraints are in place to allow agile adaptation of the strategy.
    • Ensure that selected strategic and critical suppliers best meet the expressed needs, within the framework of existing policies and procedures.
    • Identify opportunities to improve Supply Chain efficiency and assist decision-making for medical and logistics functions, considering operational and budgetary impacts.
    • Develop purchasing and supply scenarios in line with the ePrep strategy in close collaboration with logistics, medical, and operational managers.
    • Maintain links with peers from other sections present in the portfolio countries to share information, promote synergies, and optimize resources.
    • Promote and support mutualized setup and initiatives.
  • Coordinate the operational implementation of the procurement and supply policy in the missions of the portfolio:

    • Ensure the dissemination and compliance with Supply Chain policies, procedures, tools, and best practices, ensuring their effective application in the cell’s missions and adequate justification of exceptions.
    • Supervise and advise on the implementation of the operational supply chain by field teams: identification of relevant local or regional purchasing sources, positioning and sizing of stocks, entry and transit points, international and local transport modes.
    • Inform the rest of the cell about specific Supply Chain issues of the programs and alert on risks and constraints with potential impact on operations.
    • Be responsible for adapting procedures to the context, relying on subject matter experts.
    • Define measures to ensure minimal exposure to fraud risk, in collaboration with the cell’s logistics, medical, and financial managers, as well as internal control.
  • Functionally manage field teams within the scope:

    • Supervise, advise, support, motivate, and develop the skills of Supply Chain coordinators and all field Supply Chain staff, if necessary, mobilizing support teams (referents, flying) for targeted visits.
    • Participate in the orientation and evaluation of their work in collaboration with the Head of Mission, notably through a roadmap for SupplyCo and/or STL positions.
    • Ensure alignment with operational objectives defined by SupplyCo programming.
    • Ensure the appropriate composition of field Supply Chain teams by advising missions on HR setup and collaborating with the pool management and others Supply referents on matching.
    • Participate in the development of Supply teams as a whole and in identifying future leaders.
    • Conduct regular visits.
  • Be responsible for monitoring and analyzing activities & participate in financial budgeting and monitoring:

    • Evaluate and analyse the progress of Supply Chain activities in the cell’s missions, set objectives according to used KPIs, and ensure the implementation of corrective actions if necessary.
    • Support the improvement of the quality and accuracy of data linked to the supply chain as well as the availability and optimization of mission Supply chain guidelines and SOPs.
    • Ensure the necessary information is reported for activity management and ensure reporting to functional and hierarchical managers.
    • Participate in budget preparation and monitoring; specifically monitor supply chain costs and identify optimization opportunities and action plans to achieve them.
  • Supervise the monitoring of international orders and international freight:

    • Support the cell’s logistics and medical managers and missions in the preparation, analysis, and monitoring of international orders and ensure smooth communication and adequate information sharing with MSF-Logistics and the Departure Locker/procurement officers.
    • Assist in decision-making on transport modes, freight consolidations, or supply strategies, considering operational and budgetary impacts.
  • Skills transmission and capitalization:

    • Ensure the capitalization of knowledge and methods acquired in the field, write feedback, and ensure proper archiving of key documents and information for the cell’s missions.
    • Ensure briefings and debriefings of key mission Supply positions and participate in briefings and debriefings of logistics coordinators.
    • Participate in the trainings regarding supply chain management for MSF OCBA, and collaborate/participate in the development of international supply chain management trainings.
  • Participate in the life of the Supply Chain department:

    • Participate in team and department meetings or other events.
    • Contribute to transversal projects and institutional objectives related to the Supply Chain (e.g., reducing the carbon footprint of freight and purchases, Supply Chain transformational topics).
    • Collaborate with the business and tools referents (back office) on the continuous improvement of the Supply Chain reference framework and systems.
    • When necessary, provide backup for another Supply referent (short periods).

SELECTION CRITERIA

  • Degree or Certification in Supply Chain.
  • Minimum 5 years’ experience in supply chain management, of which at least partly in humanitarian organizations.
  • At least 2 cumulative years field experience in Supply Chain with MSF.( including experience as a Coordinator). Previous experience with MSF OCBA is a strong asset.
  • Experience in the private sector in responsible positions across various Supply Chain domains (procurement, transport, purchasing, inventory) is an asset.
  • Fluent written and spoken in English and good command of French. Spanish and/or Arabic is an asset.
  • High level of computer literacy, including experience with MS Office (Very good command of Excel), Power BI, and ERPs.

CONDITIONS

  • Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogotá, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.)
  • Occasional visits to the field (estimated 1 max 2 times per year).
  • Fulltime job.
  • Permanent contract with a minimum of 3-years moral commitment.
  • Annual gross salary: HQ 4A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: 01/02/2025.
