Position description
IFES seeks a Senior Project Officer (SPO), based in Dakar, to support a USAID-funded program that supports elections in Senegal. The project is working in different domains including capacity building for the electoral administration, institutional communication, inclusion of marginalized categories and electoral violence prevention through capacity strengthening for key electoral stakeholders that increases electoral resilience and integrity, counters disinformation, and improves transparency during elections.
The SPO will work with the Project Officer and under the supervision of the Country Director to support program implementation and data collection and storage for successful monitoring and evaluation of the program activities. The SPO will also support project reporting.
This position is a full-time local national consultant opportunity and is open only to Senegalese nationals.
Primary function / purpose
The SPO is responsible for the general management and technical delivery of project activities and will be responsible for coordination of all activities to ensure they leverage synergies and are mutually reinforcing, under the guidance of the Country Director. The SPO will also contribute to research, reporting, and briefings on technical issues and programmatic impact. With Country Director’s guidance, the SPO will provide overall project leadership and representation in the absence of Country Director.
Major duties and responsibilities
Under the supervision of the Country Director, the SPO will:
- Provide substantive contribution to the project management and thought leadership.
- Provide management on the design and execution of program activities, including assessments, meetings, workshops, and trainings;
- Supervise program operations support, with particular focus on communications, reporting and M&E; Work with the Project Officer to develop, review, refine, and manage program monitoring and evaluation systems. Make recommendations where project activities may need to be adjusted based on M&E results. Regularly spot-check program data in compliance with USAID standards for data quality.
- Support the design and preparation of training materials and meeting materials;
- Supervise the coordination of the event planning process for program activities;
- Execute the timely development of regular program reports including weekly reports, quarterly reports and as well as assessments, white papers and workplans and conduct final review with the Country Director
- Coordinate with the project officer in order to ensure that detailed records of program activities are efficiently filed on Sharepoint;
- Serve as intermediary with project beneficiaries and subawardees, including state institutions, civil society, and government actors and international donor community.
- Liaise with partners in the implementation of specific activities that will take place in the electoral period
- Alert the Country Director of programmatic concerns, challenges, and difficulties.
- Ensure contractual compliance for projects, including quality and timeliness of project deliverables.
- Support recruiting, interviewing, and hiring of consultants as needed, in consultation with the Country Director.
- Travel outside of Dakar for project activities, as required;
- Perform other duties as assigned.
Education and qualifications
- Bachelor’s Degree in political science, international relations, or related field required; and Master’s Degree preferred;
- At least six (6) years of experience working with NGOs; and in the area of democracy and governance with international NGOs preferred;
- Experience with USAID-funded programs preferred;
- Demonstrated experience supporting training preferred;
- Demonstrated knowledge or interest in election administration, voter and civic education, or gender and inclusion;
- Excellent communication (written and verbal) and organizational skills;
- Accuracy and attention to details
- Ability to show initiative, good judgment, and resourcefulness;
- Ability to remain highly organized while handling multiple tasks under tight deadlines;
- Ability to work in a multicultural environment
- Proficiency in MS Word, Power Point, Outlook, Excel, and video conferencing platforms.
Language skills: Fluency in written and spoken English and French is strongly recommended.
Travel: Travel outside Dakar may be required.
