TITLE: Regional Safety and Security Coordinator (RSSC)

TEAM/PROGRAMME: Regional Office Security Team (LM) / SCI GSS (MM)

LOCATION: Anywhere in WCA where SCI has an office

GRADE: National 4

CONTRACT LENGTH: 1 year renewable

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The objective is to recruit a Safety and Security Coordinator to coordinate safety & security services in support of the Regional Security Director & Security Officers in the countries of the West & Central Africa region. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Regional Safety & Security Director – West and Central Africa Region

Dimensions: The SSC)shall report to the Regional Safety & Security Director (RSSD) and will be responsible for ensuring that staff members are working within an environment consistent with acceptable minimum safety and security standards. This includes working with the RSSD to develop and maintain existing security risk strategies, policies and procedures that will enable the organization effectively manage all elements of security and ensure that there are efficient systems to safeguard company assets and resources, including physical security and safety of personnel, security of material and information, visitors as well as the coordination of security functions to minimize potential security breaches according to the changing situation in the region and the countries that may have an impact on the Save the Children overall operations.

KEY AREAS OF ACCOUNTABILITY:

Administration:

  • Assist the RSSD on a daily basis and replace him/her when needed
  • Engage all staff at all levels in the various departments to facilitate the adoption and compliance with the Save the Children’s Safety and Security Policy and Standards
  • Communicate regularly with SC staff to gather feedback; provide guidance, advice and support; help formulate strategies to improve Country Office safety and security management
  • Report regularly to Regional Security Director highlighting activities and Regional priorities
  • Maintain Safety and Security Focal Person (SSFP) register
  • Manage Datix on-line incident reporting, threat analysis and Situation Reports (SitReps).
  • Provide technical input to proposal development and make recommendations for appropriate safety and security budgets

Country Offices Support:

  • Review Country Offices safety and security management plans (SSMP), Crisis / Incident Management Plans and make recommendations for improvement based on established SC standards
  • Check that security implementation into programs is relevant and support the national security team into
  • Conduct safety Assessment at the field levels and submit report to the field managers with
  • Review CO quarterly Reports
  • Provide feedback to field staff in response to security-related inquiries
  • Provide technical input, material support and training to build SSFP capacity
  • Monitor events in assigned countries and review incident report submissions for accuracy and follow-up
  • Ensure bi-weekly meetings are held with country security officers, take minutes and submit to RSSD for review.

Training and capacity building:

  • Provide security briefings/debriefings to travellers; participate in orientation of new staff.
  • In collaboration with the RSD deliver crisis management / incident management training for CO senior management teams
  • Design and deliver training to improve the skills and capacities of CO safety & security focal persons (SSFP) globally
  • Design and deliver safety and security training for CO staff as it applies to their respective positions and the SC Safety and Security Policy and Standards.
  • Participate actively into the yearly regional security workshop

Emergency Response:

  • Ensure security management in emergency response procedures are appropriately implemented
  • Deploy to the site of the emergency to establish safety and security procedures and develop local security management capacity
  • Provide back-up support to security staff deployed to emergency response sites

Collaboration:

  • Working closely with the global safety and security team to deliver on team objectives including any other duties already prescribed.
  • Liaise regularly with the regional security stakeholders, represents the RSSD
  • Develop useful networks at the regional level and in WCA countries SCI operate in
  • Able to be part of investigation with our colleague from CF/CSG.
  • Work on the organisation of the regional safety workshop by identifying relevant topics, ensuring the production of a quality report, its dissemination and the follow-up of action plans.

QUALIFICATIONS & EXPERIENCE

  • At least 4 years’ experience in relevant fields, with 2 years’ experience in working in WCA context. Formal security qualification or advanced security management training
  • Fluency in French / English, both written and spoken
  • Effective technical/instructional writing skills
  • Strong analytical and organizational skills with the ability to manage multiple complex tasks independently
  • Strong leadership and communication (interpersonal, verbal and written) skills
  • Experience in conducting assessments essential
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions
  • Experience in humanitarian access negotiation
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to present complex information in a succinct and compelling manner
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Ability and willingness to dramatically change work practices and hours, in the event of emergencies
  • Willingness to work and travel in often difficult and insecure environments
  • Ability to travel up to 50% + of the time.
  • Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, and other database/mapping systems
  • Commitment to the aims and principles of SCI. In particular, a good understanding of SCI mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.
