Context:

The International Organization for Migration, Regional Office for West and Central Africa established in 2023 an Integrated Border Stability Mechanism (IBSM) as a multilateral coordinating structure with the aim of strengthening cooperative border governance and security in areas strategically relevant for regional stability, with a particular focus on promoting cross-border cooperation between neighbouring states in the field of border security management.

By improving coordination and cooperation among relevant national, regional, and international stakeholders, the IBSM aims at specifically supporting West African states, and development partners in facilitating joint action and executing regional and national strategies and policy frameworks in support of border stability.

The IBSM is managed by a secretariat, led by IOM in partnership with the United Nations Office for Counter Terrorism, the United Nations Office for Drugs and Crime and INTERPOL and will support the members of the IBSM in achieving their joint objectives.

Under the overall supervision of the Regional Director for West and Central Africa, the direct supervision of the IBSM Coordinator and with the technical coordination of the Senior Regional Thematic Specialist (Immigration and Border Governance), the Project Officer (Integrated Border Stability Mechanism (IBSM)) will provide technical, logistical and administrative support for the implementation of the activities related to the IBSM, and for the IBG portfolio in WCA, in close coordination with RO.

Core Functions / Responsibilities:

  1. Provide technical support and guidance for the coordination and implementation of the IBSM project and IBG programming in the IBSM countries according to the work plans, implementation strategies, technical requirements, and expenditure plans to facilitate timely achievement of project activities and results, in line with IOM’s policies and practices as well as donor requirements.
  2. Coordinate and make logistical and administrative arrangements for activities, document gaps/challenges, and propose action to expedite the delivery of outputs.
  3. Monitor progress against project objectives, in particular, the achievement of project deliverables and budgets, and project benchmarks, and review and/or draft specific segments of narrative and financial reports in accordance with donor’s requirements, IOM regulations, and established procedures and deadlines.
  4. Provide technical inputs and information to support the development and review of content of IBG programming, interventions and information materials in line with the specific country and regional context.
  5. Encourage cross thematic synergies between IBG programming and other thematic areas within IOM and with the agencies of the IBSM Secretariat.
  6. Participate in the development of IBG related data collection tools, data and information collection and analysis and the preparation of relevant documents and materials for IBG at country, regional and global levels.
  7. Liaise with relevant partners and stakeholders including donors, government counterparts, UN agencies, communities, among others and participate in meetings on IBG related subjects at country and regional levels.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, Public Administration, Law, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Work experience with government authorities in the thematic area of immigration and border governance;
  • Experience in liaising with governmental authorities, UN agencies and other national/international development partners and civil society;
  • Experience in project development, management and reporting;
  • Experience in IBG capacity development;
  • Experience in related policy and legal areas of border and immigration governance;
  • Work experience in the WCA Region and in the Sahel a distinctive asset; and,
  • Experience in information and data collection and writing reports and summaries.

Skills

  • Knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of continental, regional and national policy and strategies related to border governance in African;
  • Good understanding of UN and bilateral donor programming; and,
  • Strong analytical and writing skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
