The United Nations Development Programme (UNDP) is the United Nations’ global development agency.  UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNDP has been helping countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results to implement the 2030 Agenda for Sustainable Development and achieve the new Sustainable Development Goals.

As a sub-component of the Regional Service Centre for Africa (RSCA), the UNDP Sub-Regional Hub for West and Central Africa (UNDP WACA) covers 24 countries, ranging from high and middle-income economies to least developed countries and countries in crisis and post-crisis situations. Currently UNDP WACA works is primarily informed by the UNDP corporate strategic plan 2022- 2025, the UNDP Africa Promise, and the UNDP regional programme document for Africa 2022-2025.

As part of its governance and peacebuilding work, UNDP WACA is working closely with 24 countries offices and regional partners to building capacities to take and sustain peace across the region. A key component of this work has been the fight against the proliferation of Small Arms and Light Weapons (SALW) Peace and security challenges in West Africa are primarily about preventing conflicts and bringing development. A major lesson UNDP learned over the years is that where small arms and armed violence dominate, development suffers.

To further promote the prevention agenda, UNDP WACA is recruiting Programme Specialist SALW who will work closely with the SALW team and the Governance and peacebuilding team to further promote the UNDP WACA peacebuilding agenda with particular focus on the fight against the proliferation of SALW.

Duties and Responsibilities
  1. Lead the overall planning and coordination of implementation of work plans for the SALW programme in-country to ensure efficient implementation of project deliverables.
  2. Provide effective support to management of the project focusing on the achievement of the all project results.
  3. Support the process of programme reporting in line with donor agreements and UNDP corporate reporting requirements:
  4. Maintain close working relations and regular contacts with the Partners and Government on the implementation of the project within the relevant competencies and identify strategies for mobilizing resources and partnerships in the following areas:
  5. Ensure quality control of project implementation in line with the UNDP’s policy on publishing project data to the global standard on International Aid Transparency Initiative (IATI)
  6. Facilitates Communications, knowledge building and knowledge sharing as required by the development partners, focusing on the following results:
  7. Facilitate the synergy between the regional SALW project and UNDP WACA initiatives focusing on peacebuilding and security sector governance.
Institutional Arrangement
Within the delegated authority of the Director of the Regional Hub and under the supervision of Regional Coordinator/Team Lead or his/her designated mandated representative(s), the SALW programme specialist will be based at the UNDP WACA hub. He/She will be working closely with the SALW project team at regional and country level. He/She will ensure synergy with the broader governance and peacebuilding portfolio building strategic and programmatic synergy with existing project and initiatives. The SALW specialist will also work closely with advisors, specialists, and analysts within the UNDP WACA hub for greater mainstreaming peacebuilding and security sector governance principles where relevant.

Required Skills and Experience
Education:
  • At least a Master’s degree or a Bachelor’s degree in social sciences, business management, accounting, sociology, international relations, political science, or related field.
Experience:
  • At least 5 years of relevant experience in project fund management and budget management in UN or NGO at the national or international level for holders of Master’s degree. Or
  • At least 7 years of relevant experience in project fund management and budget management in UN or NGO at the national or international level for holders of Bachelor’s degree.
  • Demonstrated experience in programme management and coordination, multi-donor relations and communications for development. Experience in monitoring and evaluation is essential.
  • Expert knowledge of Small Arms and light weapons related issues and good knowledge of regional instruments on Small Arms and Light Weapons and Ammunition management.
  • Good knowledge of UNDP programme management procedures is critical. Knowledge of ECOWAS, EU and GIZ programme implementation procedures is an advantage.
  • At least 3 years of experience in partnership building and management.
  • Excellent drafting and communication skills
  1. Technical Competencies:
  • Knowledge of regional and global development frameworks mainly SDGs and Agenda 2063.
  • Knowledge of the UN programming principles- Leave no one behind (gender equality and human rights) resilience and sustainability.
  • Sound drafting and report writing capacity.
