We rebuild tropical fisheries with coastal communities

Blue Ventures is a marine conservation organization that puts people first. We support coastal fishers in remote and rural communities to rebuild fisheries, restore ocean life and build lasting pathways to prosperity. Our work began two decades ago in Madagascar’s remote coastal communities and is growing globally.

Across a dozen countries, we’re partnering with traditional fishers and community organizations to design, scale, strengthen and sustain fisheries management and conservation at the community level. We bring partners together in networks to advocate for reform, and share tools and best practices to support fishing communities across the globe.

Summary job description

Our technical team oversees Blue Ventures’ technical pillars (Secure Rights, Community-Based Fisheries Management, Food Security and Financial Inclusion) and supports the use of data for decision-making, providing tools, training, and guidance to partners and Blue Ventures’ staff around the world. This team integrates expertise and deep practical experience with pragmatism and a desire to enable others to deliver lasting change by distilling global best practices and knowledge into usable tools, appropriate training, and responsive guidance and support. The team is also responsible for delivering online and face-to-face peer learning exchanges and knowledge-sharing events across the organisation, in addition to overseeing technical publications.

We are recruiting a dynamic, flexible and initiative-taking Financial Inclusion Officer to strengthen and support the development of the financial inclusion approach among growing BV’s partner organisations in Senegal and the Gambia. The role will entail providing support to develop new partnerships and maintaining good relationships with existing partner organisations, providing technical assistance for partners in implementing the financial inclusion approach and facilitating learning exchange and networking among different organisations with similar values. Reporting to the West Africa Head of Local Technical Capacity, this is a full-time role based in the Senegal office, with regular travel to work closely with colleagues, partners, field teams and communities.

The successful candidate will be joining orientations with different teams in BV. They will be based in Senegal with frequent travel across Blue Ventures countries whenever necessary. This position will involve working with Blue Ventures’ international and interdisciplinary team, with excellent professional development and growth opportunities. This individual will support the Financial Inclusion programme in Senegal and the Gambia, particularly supporting coastal communities assisted by BV partners and the development, refinement, and implementation of guidelines and tools to support partners in building financial resilience for fishing households, as well as supporting partners and communities to sustain and improve household income through income-generating activities.

As a Financial Inclusion Officer, part of the role involves developing and providing tools and materials that support partners and communities in building financial resilience and improving livelihoods. These resources include:

  • Accessible Tools and Appropriate Technologies:
    User-friendly and easily accessible solutions, such as mobile apps or spreadsheets for tracking savings and loans, simple decision-making tools for financial planning and business development, and community-level materials like meeting facilitation guides or tools to help groups identify viable income-generating activities.
  • Training Resources:
    Manuals, guides, videos, and online content that offer clear, practical information on financial literacy, VSLA management, small business planning, and basic bookkeeping—designed for self-paced learning and to strengthen partner capacity.
  • Knowledge Development:
    Structured learning activities such as workshops, webinars, and the creation of technical case studies to translate financial inclusion strategies into practice, enhance understanding of financial concepts, and share good practices from the field.
  • Skill Development:
    Hands-on training, mentoring, and peer learning exchanges tailored to enhance technical skills in areas such as VSLA facilitation, data collection and analysis, and the implementation of income-generating initiatives suited to local contexts.

This job requires fieldwork, which may be weather- and tide-dependent. Therefore, some flexibility will be necessary.

The successful candidate will be a motivated, proactive, and highly organised individual with strong knowledge of small-scale fisheries, rural livelihoods, and financial inclusion in coastal communities. You will demonstrate a proven track record of supporting programme delivery through local partners and community-based initiatives, particularly in the context of fisheries management and sustainable livelihood development.

Ideally, you have experience integrating financial inclusion approaches such as savings and loan groups, income-generating activities, and financial literacy training into broader conservation and fisheries management efforts in Senegal and the Gambia. We are looking for someone who embraces innovation, is open to new ideas, and has demonstrated the ability to build effective partnerships with NGOs, community groups, and local stakeholders.
