Evaluation of MCC’s Senegal Reform Activity
Abt Associates is seeking a qualified consultant to support the anticipated evaluation of the Millennium Challenge Corporation’s Energy Sector Reform Project in Senegal. This position is contingent upon award of the project to Abt Associates.
The objective of Reform Project is to create an enabling environment to improve the financial viability of, and to ensure good governance in, the power sector, with the intent of improving the quality and quantity of the electricity supply. To accomplish the Reform Project Objective, the Project will strengthen the laws, policies, and regulations governing Senegal’s electricity sector, as well as the institutions responsible for implementing them, particularly the utility (Senelec), the regulator (the Commission de Régulation du Secteur de l’Electricité or CRSE), and the ministry responsible for energy and petroleum (Ministry of Energy).
The evaluation will answer questions about the extent to which the project was implemented according to plan (in terms of quantity and quality of outputs) and whether the project achieved its stated objective in the timeframe and magnitude expected.
Indicative Roles and Responsibilities
- Leads the design and implementation of the performance evaluation.
- Designs and/or oversees the development of sampling plans, survey instruments, and other evaluation materials.
- Oversees the quantitative and qualitative data collection of the evaluation.
- Produces high-quality evaluation reports and other deliverables, integrating and interpreting quantitative and qualitative findings.
- Ensures consistent and transparent quality control methods for all tasks and functions.
- Travels as needed to consult with key stakeholders, disseminates results and lessons learned, and participates in events promoting the lessons learned from each project or activity.
Required Qualifications
- At least eight years’ experience leading mixed-method project evaluations in developing countries.
- Experience leading at least two evaluations of policy and institutional reform or systems strengthening programs.
- Experience using generative causal inference evaluation methodologies.
- Experience coordinating with developing country governments, ministries, utilities, and/or local NGOs for the design and implementation of evaluations.
- Professional proficiency in English and French.
- Master’s degree, or above, in international development, program evaluation, sociology, or relevant field.
Preferred Qualifications
- Experience with designing and delivering adult learning content and/or facilitating collaborative workshops.
- Experience with gender and social inclusion research.
- Experience conducting primary data collection in Senegal.
- Fluency in Wolof.
