Terms of Reference
Summary
The main objective of this call is to design and develop a secure, user-friendly, and victim-centered Trafficking in Person Data Management System (TIPDMS) that will contribute to the end user’s ability to accurately monitor sex trafficking indicators in the Kedougou and Saraya regions with subsequent future rollout of the system’s national.
Deliverables
- Understand the context: Meet with stakeholders in Kedougou and Saraya regions to better understand the sex trafficking context and clarify details of database requirements.
- Database Development: Design, develop, test, and finalize the human trafficking database.
- Visualize the data on a dynamic and interactive dashboard
- Display data in tabular form with searchable disaggregate
- Curriculum Development and Training: Develop a clear and comprehensive curriculum, operating procedures, and training materials.
- Post-implementation support: Monitor and mentor training participants to ensure the continuation of learning.
Program Background
Sexual exploitation in the gold mining areas of Kedougou is a growing phenomenon that involves human trafficking. All relevant government actors are deliberating on how to directly or indirectly eradicate it. Nevertheless, it remains persistent and increasingly complex.
Free The Slaves in partnership with its implementing partners, has developed a set of activities to ensure the appropriate implementation of two components of its prevention and protection objectives.
One of the flagship activities of the program is to develop a trafficking in-person data management system (TIPDMS) to be hosted by the National Unit for Combating Trafficking in Persons (CNLTP) in Kedougou, where relevant government agencies including law enforcement agencies, magistrates, diplomatic corps, media, and the general public can have access to segregated data to inform their work. This would allow all actors to have a broader vision of the extent of the phenomenon and thus refine the decisions of their interventions. As well as, the production of annual statistics.
Preliminary discussions between FTS and stakeholders in both the public and private sectors have ensued leading to the identification of the usefulness and needs of the TIPDMS. The outcome of our engagement indicated the existence of various data management systems but are operational at the organizational levels or specific to a particular service for victims of trafficking.
Coordination with FTS
It is required of the consultant to be in regular communication and consultation with the FTS West Africa Regional Director, including key stages of the process, such as stakeholder consultations, development of database outline, curriculum development, and presentations of drafts and finalization of the system.
Submit drafts of all deliverables for review by FTS staff and external reviewers; the consultant will revise drafts as needed based on the feedback.
Budget
The consultancy fee will be based on the full and satisfactory completion of all the deliverables noted above. The total fee should not exceed $15,000.
Schedule
The period of the consultancy is June to August 2023
Qualifications
The consulting assignment should be carried out by a firm or an individual consultant meeting the following qualifications:
- Proven experience of at least 5 years in application development, particularly for humanitarian organizations.
- Ability to develop well-designed and dynamic dashboards with PowerBI, Tableau or ChartJS
- Pedagogical skills to facilitate a training workshop

- Please submit a proposal that includes the following:
- A technical proposal including your understanding of our needs, a work plan including the overall approach, proposed methods, etc.
- A description of the consulting organization or individual applicant, including the curriculum vitae of the primary consultant and short biographies of any additional members of the team, highlighting expertise needed to support the technical proposal and references
- A financial proposal for the completion of the deliverables
- Examples of a data management system, training modules, guides, and other materials prepared by the applicant
- Early applications are encouraged as the applications will be considered as they come in, the applications will be reviewed on a rolling basis, and a consultant will be selected as soon as possible.
- Candidates will be evaluated based on the following selection criteria:
- Technical proposal
- Financial proposal
- Experience and expertise of the consultant
- Examples of training modules, guides, and other materials
The shortlisted candidate will submit an inception report which will include at the minimum, a description of the following:
- Overview of the proposed TIPDMS based on the assessment carried out in the regions
- Dataflow map
- Final data collection tools,
- Design prototype, including user profiles and journeys, the procurement list, timeframe for the implementation of the assignment
- Finally provides recommendations to ensure that information on TIP at the various agencies is captured with an activity template to aid in the collation of the monthly and quarterly reporting templates.
