Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Summary
Every year over 300,000 mothers die from complications of pregnancy and childbirth with 99% of all maternal deaths occurring in the developing world. Unintended pregnancies also contribute significantly to maternal mortality. In developing countries, 214 million women and girls have an unmet need for contraception, meaning they want to avoid or postpone pregnancy but are not using a modern contraceptive method. CHAI takes an integrated Sexual, Reproductive, Maternal, and Newborn Health (SRMNH) approach to addressing these challenges, beginning with reaching adolescents with reproductive health education and services, and continues with supporting women through their reproductive years to ensure every woman is able to realize her reproductive intentions including: avoid unplanned pregnancy and sexually transmitted infections, terminate a pregnancy safely under a country’s legal framework, have a healthy pregnancy and childbirth, see her newborn thrive from birth to childhood, and space and limit births.
To reduce maternal and neonatal mortality at childbirth CHAI focuses on averting preventable deaths that can occur in the 24- to 48-hour window around the birth process by building the health system’s capabilities to prevent potential complications from becoming life-threatening, to apply proven and simple interventions to ensure survival, and to quickly refer cases to the appropriate health system level for proper treatment. To reduce unintended pregnancies and increase access to safe abortion services, CHAI aims to increase access to essential reproductive health products and services in partnership with governments by pursuing global and country-focused market-shaping opportunities and in-country engagement around guidelines, registration, tendering, procurement and service delivery. In addition, CHAI aims to strengthen government health systems and build the capabilities of ministries of health to deliver robust, integrated reproductive health programs and to counsel adolescent girls and young women on SRH.
Underlying CHAI’s approach is the development of effective, government-led management systems that serve as the backbone towards facilitating program implementation, supports transition and enables governments to sustain progress, while also providing for the continued growth and evolution of a country’s SRMNH program. In particular, clear protocols for each level of the health system and routine data collection mechanisms that monitor key indicators are established and strengthened to enable managers to ensure clarity of roles and responsibilities, develop data-based long-term plans, pinpoint weaknesses in the system and troubleshoot challenges.
Position Summary
CHAI is seeking an Associate to act as a Control Tower Analyst in support of the Global Family Planning Visibility & Analytics Network (VAN). The VAN is hosted by the Reproductive Health Supplies Coalition (RHSC, or the Coalition) and governed by a Steering Committee of supply chain professionals. The RHSC is a global partnership of more than 500 public, private, and non-governmental organizations dedicated to ensuring that all people in low- and middle-income countries can choose, obtain, and use affordable, high-quality supplies and related services to ensure their better reproductive health. The VAN supports cost-effective delivery of family planning products to developing countries by allowing supply chain professionals to make coordinated supply and planning decisions based on shared visibility into a common set of data. The Associate will work with other VAN Control Tower Members to ensure that all required inventory and supply plan data is uploaded on-time, is complete, and meets defined quality standards, so as to be reliable for decision-making.
As a key person analyzing country stock level and shipment data, this position is a critical member of the team that drives the development and roll-out of the VAN. This position will get to see first-hand how an active supply chain Control Tower works across organizations to balance supply and demand for family planning products and to facilitate more timely supply chain responses. It is an exciting role for someone looking to work directly with key supply chain actors and who is interested in providing technical assistance and training in health system strengthening to countries. The Analyst will also develop a strong professional network of key partners in the reproductive health field. The Associate will be assigned a portfolio of VAN member countries to support and will work primarily with countries in Francophone Africa.
Responsibilities
Support country health system strengthening through training, and the review, validation, and management of data
- Execute training of assigned country users and other country stakeholders on supply chain data management principles related to VAN processes and the VAN platform.
- Act as main point of contact between VAN and country data providers for the collection, review, and validation of national inventory and supply plan data for a portfolio of countries.
- Work with country data providers to ensure that inventory and supply plan data is submitted on time and is complete.
- Ensure that supply plans, inventory, and order/shipment data as presented in the VAN are in alignment with one another for a portfolio of countries.
- Create data validation tickets and work to resolve data validation issues for a portfolio of countries using the VAN ticketing system when possible, or directly with country data providers.
Resolve family planning supply imbalances in collaboration with country stakeholders and the global RH community
- Collaborate with assigned in-country data providers to review supply exceptions flagged by the system and to determine the appropriate action to request of donors/procurers to avoid stockouts, shortages, and overstocks for at least the next 12 months.
- Work with the Control Tower Planning Manager to execute more in-depth analysis of country data for the Consensus Planning Group (CPG). The CPG is a cross-organizational group of donors, procurers, and technical assistance partners working together to avoid/mitigate family planning stock imbalances.
- Present country-specific issues to donors/procurer members of the CPG and make clear recommendations for action.
- Develop relationships with key stakeholders (governments, procurers, donors, NGOs) working in SRH commodity security, becoming a respected and trusted colleague in the family planning community.
Contribute to process improvement efforts of the VAN
- Support continuous process improvement efforts through active participation in VAN taskforces and workstreams. ??
- Provide input to the development of analytics dashboards to be leveraged by the Control Tower Planning Manager, other Control Tower Members, as well as by international, multi-donor working groups.?
- Support ad hoc translation to help bridge understanding between Francophone and Anglophone communities.
Contribute to country supply chain strengthening
- Serve as a supply chain expert resource to the CHAI Global SRH Team and to CHAI country teams, providing technical support as needed on in-country supply chain systems and processes, including forecasting, supply planning and distribution.
- Manage and strengthen systems to monitor stock on hand, consumption and orders of family planning commodities and medical abortion products.
- Collaborate with country teams to support mitigation of supply chain-related barriers
Qualifications
- Bachelor’s degree required, preferably in public health, statistics, or related area.
- At least one year of experience in data analysis, forecasting and/or supply planning for pharmaceuticals, preferably family planning.
- Minimum of two years in supply chain management
- Strong interpersonal skills and proven experience managing relationships with global and country-level stakeholders including demonstrated ability to collaborate and partner with ministry of health and other key government stakeholders
- Experience working in a cross-cultural environment
- Advanced analytical skills and ability to present data and analysis in easily understood infographics and data visualizations
- Strong MS Office skills
- Experience working with global donors/procurers and demonstrated understanding of their procurement practices. Knowledge of USAID and UNFPA is a plus.
- Experience working with and knowledge of family planning products or acceptable equivalent
- Excellent oral and written communication ability; able to communicate and document complex processes in a clear and concise manner
- Demonstrated ability to work effectively as part of a team, preferably with remote team members
- Proven ability to operate in ambiguous environments and work through complex problems
- Fluency in French and English, with a willingness to support ad hoc translation needs
Preferred Skills
- Experience working with countries in Francophone Africa
- Experience in software training and/or digital change management is an asset
