I. Background and Organizational Context
 

The Regional Office for West Africa of the Office of the United Nations High Commissioner for Human Rights (OHCHR/BRAO) is the principal United Nations agency responsible for the protection and promotion of human rights in west Africa. Operational since September 2008, the Office is based in Dakar, Senegal. The headquarters of OHCHR is in Geneva. It is part of the United Nations Secretariat. The High Commissioner for Human Rights is the United Nations’ chief human rights official.

The mission of OHCHR is to work to protect all human rights for all people; to help give people the opportunity to exercise their rights; and to help those responsible for enforcing these rights to ensure their application.

 

 

 

II. Position Purpose
The position is based within the Office of the United Nations High Commissioner for Human Rights / Regional Office for West Africa (OHCHR/WARO) in Dakar, Senegal. Under the supervision of the Regional Representative for West Africa, the National Information Specialist will work within the Regional Emergency Response Team and direct supervision of the Human Rights Officer of the Emergency Response Team.

 

III. Key Duties and Accountabilities
The Information Specialist will be responsible for identifying, collecting, compiling, presenting and preserving information in support of the Office’s Emergency Response Team

The main knowledge and functions are as follows:

  1. Data coordinates
  • Establish and maintain information flows to facilitate the exchange of human rights information and the promotion of data and information standards on the ground;
  • Collaborates with human rights officials to ensure a smooth transition of information tools and services;
  • Collaborates with counterparts to ensure that information activities are coordinated and consistent with human rights standards and practices;
  • Provides training and expertise on the use and development of information management tools and platforms to OHCHR staff and partners;
  • Advocates for the use of common data standards and platforms, as well as the open exchange of information.

 

    2.Data management
  • Establish and manage content on relevant platforms, ensure overall quality control of platforms and ensure content is up to date, complete and compliant with relevant metadata standards;
  • Collaborates with external counterparts on related platforms to facilitate interoperability between sites.
  • Designs, develops and manages databases, spreadsheets and other data tools;
  • Understands, documents and ensures the quality of high-value human rights data in terms of accuracy, consistency and comparability;
  • Consolidates operational information at regular intervals to support analysis;
  • Ensure appropriate storage, destruction or archiving of data managed by the Emergency Response Team.
   3.Data analysis
  • Organizes, designs and carries out the evaluation and analysis of location-specific data sets using relevant statistical techniques;
  • Participates in the development and review of data standards (e.g. Humanitarian Exchange Language) and advises on the application of these standards in local systems and processes;
  • Participates in the development, implementation and management of new data elements, and accompanying data, for inclusion in common human rights datasets;
  • Understands, documents and ensures the quality of high-value human rights data in terms of accuracy, consistency and comparability.
  • Support analytical activities, including humanitarian needs overviews, common country analyses, secondary data reviews, preliminary scenario definitions and rapid assessments;
  • Provide advice on evaluation design to ensure data quality;
  • Manage platforms and tools that support data collection and analysis, such as MS Lists, MS Teams and PowerBI.
    4.Geographic Information Systems (GIS) and Cartography
  • Develop and maintain core and operational spatial data sets in accordance with relevant standards and guidance;
  • Produce and update high quality cartographic products and online services;
  • Manages a spatial data repository and ensures that data is documented and accessible to all humanitarian partners through local and/or online services.
   5.Data Visualization, Security and Confidentiality
  • Produce and update information products such as reports, charts and infographics by transforming data into graphic products to convey messages and storyline;
  • Develop awareness materials, including posters, presentations and other visual materials.
  • Ensure that the coordination, management and analysis of data by the field presence is secure and that there is no unauthorized access or disclosure of information, including the assessment and mitigation of related risks.
  • Perform other related tasks as applicable.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

IV. Requirements
Education
  • Advanced university degree (Master’s degree or equivalent) in information management, information technology, demography, statistics, social sciences or any other related field.
  • Or A first-level university degree (Bachelor’s degree or equivalent) in information management, information technology, demography, statistics, social sciences or any other related field.

 

 Experience, Knowledge, and Skills
  • A minimum of five (5) years of experience in information management and/or information systems is required with the Master’s degree

Or

  • A minimum of Seven (7) years of experience in information management and/or information systems is required with the License
  • Experience within an international organization (e.g. United Nations), NGO or bilateral cooperation is required.
  • Experience using PowerBi, Adobe InDesign, Adobe Illustrator or similar information management and visualization systems is desirable.
  • Experience using geographic information systems (GIS) tools and services is desirable.
  • Experience working in the field of human rights or knowledge of human rights is desirable.
Language Requirements
  • Fluency in French and knowledge of English.
  • Knowledge of Wolof is desirable.
