Sightsavers is recruiting an experienced regional security manager for our countries of operation across Francophone West Africa. Reporting to the Global Head of Safety and Security and part of an international safety and security team, this position will be responsible for overall security management of Sightsavers operations in the region (principally in Senegal, Guinea, Mali, Burkina Faso, Cote d’Ivoire, Togo and Benin but in other operating countries as required) and supporting future project development in new countries across the region.

Key Responsibilities of the Safety and Security Manager West Africa

• Supporting Sightsavers programmes and country offices with all aspects of security management at a regional level.
• Working closely with country directors and security focal points to manage security risks in countries of operation
• Monitoring intelligence sources and regional security developments
• Conducting and reviewing risk assessments
• Maintaining the approved hotels list
• Producing detailed analysis for Sightsavers senior management on specific threats as well as contributing to monthly security reporting
• Managing and reporting security incidents
• Ensuring country office security documentation remains current
• Journey management for staff travel in the region, including risk assessing and approving travel in high-risk areas or other high-risk activities
• Identifying, budgeting and implementing the security requirements for new programme bids in the region
• Delivering new security projects
• Identifying training needs and delivering security training to staff
• Working closely with the existing Safety and Security Manager (Nigeria and Ghana) to manage regional risks
• Support development of security capacity in partner organisations across the region

Knowledge, skills and experience for Safety and Security Manager West Africa

Required:

• Demonstrable security management experience at a country or regional level within West Africa
• Experience in the development or humanitarian sector is essential. Previous military or law enforcement experience is not required.
• Able to work fluently in both French and English, both spoken and written
• Experience working in remote and high-risk environments
• Crisis/incident management experience
• Risk assessment, contingency planning and maintaining security documentation
• Extensive network of contacts within the region
• Ability to engage confidently with a variety of stakeholders, including Sightsavers staff across the region, other INGOs and government partners
• Able to work autonomously but recognise when risks require escalation
• Ability to travel extensively within the region in order to directly support country offices, Covid-19 restrictions allowing
• Ability to deliver security training to staff

Desirable:

• Degree educated in a relevant field (e.g. security, intelligence, conflict studies, international relations, risk management) and/or professional security qualification (e.g. ASIS CPP, INSSA Country or Regional Certification)
• Experience of working with a disability or health focused INGO
• Valid HEAT and First Aid Qualification
• Health and Safety qualified
• Ability to deliver driver training (e.g., defensive driving)
• Experience of managing security risks around project delivery during COVID-19
