Chemonics International Inc. is a US-based international development consulting firm, operating in over 80 countries. Chemonics seeks a Monitoring, Evaluation and Learning (MEL) Advisor for the anticipated 5-year, $11-20 million USAID-funded Senegal Ocean and Coastal (OCA) Activity, which will leverage the success and continue efforts of USAID’s Dekkal Geej and COMFISH+ activities with strong biodiversity and alternative livelihoods components. The MEL Advisor will provide technical oversight, quality assurance, and supervision to the project’s MEL activities. This position is responsible for ensuring that the project’s activities effectively contribute to improving learning and data and evidence generation, synthesis, and utilization to strengthen resilience policies and practice. Key Responsibilities:

  • Design the MEL plan and the learning agenda questions
  • Provide leadership and oversight of MEL activities including process monitoring, data collection, data analysis, data quality, timeliness, and reporting; serve as the POC on data quality assessments
  • Ensure MEL is in line with USAID’s Collaboration, Learning, and Adapting (CLA) principles, and that real-time monitoring and learning is integrated back into strategy and implementation
  • Outline and train all staff on their roles and responsibilities in the collection of data for the monitoring and evaluation system
  • Maintain project data in Chemonics’ Monitoring and Evaluation Software (DevResults)
  • Develop reports, tools and success stories to inform program leadership and USAID about real-time data and activities for decision making
  • Oversee the collection of and reporting on program management, output, and outcome indicators
  • Develop and deliver trainings on MEL for counterparts and partners
  • Lead Pause and Reflect sessions where MEL processes and procedures will be reviewed
  • Performs other duties and responsibilities as assigned by the Chief of Party or their designee

Required Qualifications:

  • Bachelor’s degree in evaluation research, statistics, data analytics, or a related discipline required; master’s degree preferred
  • Minimum eight years of experience designing and implementing MEL strategies with a focus on resilience indicators for large or similar donor-funded programs in developing countries.
  • Experience in Senegal Coastal management context is highly preferred
  • Prior experience working on USAID projects required. Proven track record of developing and managing USAID-compliant MEL plans and experience with CLA and adaptive learning approaches
  • Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience in developing remote monitoring plans and context monitoring plans and indicators
  • Experience in utilizing digital solutions for data collection and analysis preferred (e.g. phone/video partners meetings, mobile phone surveys/feedback mechanisms, virtual site visits, virtual internal DQA, GIS/remote sensing monitoring, etc.)
  • Experience working in a leadership role and engaging with a diverse set of stakeholders
  • Strong communicator, excellent verbal communication and writing skills.
  • Demonstrated leadership, versatility, and integrity
  • English and French written and spoken proficiency required
