1.Background

DRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers multiple countries.

The Sahel Regional Fund (SRF) is a regional humanitarian NGO fund, hosted by DRC, residing in DRC RO for WANALA, and governed by Board consisting of leading (i)NGOs and FCDO. It strives to deliver high-quality, value for money, principled protection and humanitarian assistance in Sahel hot spots for most vulnerable people, in particular women, girls, elders and persons with disabilities who are amongst the most vulnerable persons affected by the crisis.

2.Purpose

As a key member of the Fund Management Unit in Dakar, Senegal, the individual will contribute to the overall Grants Management, Compliance, and Partnership functions of the Sahel Regional Fund, which is hosted by DRC. They will offer guidance to our partners and collaborate with relevant colleagues and external stakeholders as necessary. Your key responsibilities will encompass supporting the management of grants within the SRF, assisting in the preparation and timely submission of high-quality donor reports, and ensuring compliance with all grant processes and donor requirements. 3.Duties and responsibilities

Grants Management

  • Support the FMU in the management of the SRF portfolio.
  • Assist in ensuring a quality and timely submission of consolidated donor narrative and financial reports and managing all reporting deadlines
  • Assist in and lead assigned sections in the review of modification requests from partners and grant agreement modifications where necessary
  • Support the communications stream to partners as well as drafting, finalising and sharing documents for grant meetings
  • Perform other grants management duties assigned by the SRF Head of Finance and Operations and Grants Management Coordinator
  • Assist in reviews of the reports

Donor Compliance

  • Assist in providing training on compliance with donors’ regulations and requirements upon partners’ request.
  • Provide support to SRF partners to ensure operational compliance of grants with guidelines and donor regulations in the areas of finance, logistics, procurement, and human resources.
  • Ensure immediate reporting of suspected compliance issues to the SRF Head of Finance and Operations and Grants Management Coordinator.
  • Support the Grants Management Coordinator in ensuring that relevant team members are aware of all donor communications, changes in regulations, and meetings.

Information Management

  • Support in maintaining comprehensive electronic files in all paper and electronic formats including the SRF’s electronic Grants Management System (GMS).
  • Participate in updating grant module on DRC’s internal platform, DRC Dynamic.
  • Ensure submission of data on the International Aid Transparency Initiative (IATI) platform.
  • Support testing and development of Business Intelligence analytical and dashboard products

Other

  • Update the SRF’s internal monitoring tool and SRF’s database based on information coming from the partners
  • Assist with the organization and note taking of conferences, workshops and meetings as requested.
  • Provide short term cover when the Grants Management Coordinator is absent, supported by the line manager as needed.
  • Coordinate Induction of new colleagues.
  • Prepare translation and/or language versions of the SRF documents as necessary

When manageable, the Grants Management Coordinator may be asked to carry out other duties requested by the Grants Management and Partnership Coordinator, SRF Head of Finance and Operations or the SRF Fund Director.

4.Required Qualifications

Languages:

  • English – full fluency, oral and written
  • French – full fluency, oral and written

Mandatory:

  • Minimum 3 years of relevant work experience on Grants management related position with a NGO/iNGO or within donor structures
  • Experience working with large institutional donors, such as FCDO, EU, ECHO, USAID, BHA, UNHCR, and other UN agencies
  • Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment
  • Ability to work effectively and efficiently both independently and in teams
  • Full professional proficiency in English and French

Desirable :

• Previous experience working in a DRC mission is an advantage

• Previous experience working with Dynamics or a different robust ERP system such as SAP, Oracle, etc.

• Experience with technical systems development is an advantage

• Previous experience working with local partners is an advantage

• Previous experience in Sahel region is an advantage

Education:

  • University degree in political science, international development, economics, business administration or other relevant field
  • Any professional certificate in the overall scope of grants or partnership cooperations demonstrating interest in the area would be an advantage

6.General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
