OFFICE/UNIT/PROJECT DESCRIPTION
The Lake Chad Basin and Liptako-Gourma regions face a multi-dimensional crisis, with the ongoing insecurity related to violence perpetrated by non-state armed groups compounded by the climate emergency and natural disasters. This has led to the loss of lives and livelihoods, food insecurity, forced displacement and changes in mobility patterns, which have in turn led to competition over scarce natural resources and pressure on public services.
In response, UNDP has been leading stabilization efforts in the form of the Regional Stabilisation Facility (RSF) for the Lake Chad Basin since 2019 and the Liptako-Gourma Stabilisation Facility (LGSF) since 2021, which are time-bound, localized, integrated, civilian programmes with the primary purpose of building trust between communities and legitimate authorities and laying the foundations for recovery, peacebuilding, and development programmes. The UNDP stabilization approach focuses on:
- Contributing to minimum security conditions, among others, through liaison with security forces and local authorities and improving security in communities;
- Rehabilitating social and productive infrastructure (guided by the building-back-better approach and in support of local authorities) and enhancing State-provided basic services delivery;
- Boosting the local economy through immediate livelihood opportunities, such as emergency employment and cash grants.
In order to support and ensure the timely implementation and completion of activities by the end of the RSF period and ensure the management of the EU funds implementation within Stabilization Facility, UNDP it will be most beneficial to recruit a Programme Analyst for the Implementation of the RSF and LGSF activities under an IPSA contract modality.
