CARE seeks a Technical Director for the anticipated USAID-funded Regional Resilience Leader with Associates Activity for the Sahel Region. This Activity aims to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses. The Activity will address the unequal impact of shocks, stresses, and climate change on women and youth, and their implication on households and the local economy. The focus of the Activity will be Burkina Faso, Mauritania, Chad, and possibly the Gambia.
The Technical Director will report to the Chief of Party (COP) and work closely with the Leader Award and Associate Awards, USAID, government counterparts, and local partners. They will provide technical leadership, oversight, and strategic direction for the implementation of resilience strategies. The Director will ensure technical excellence and the integration of innovative approaches in resilience, climate adaptation, sustainable livelihoods, and governance within the project framework.
This activity is expected to be a five-year Leader with Associates Award in the $100-300 million range with a ceiling of $200 million.
This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National and international candidates are encouraged to apply. This position will be based in Dakar, Senegal.
Responsibilities:
- Lead the development and implementation of technical strategies, ensuring alignment with USAID’s objectives for resilience and adaptation in the Sahel region.
- Oversee the design, planning, execution, and evaluation of resilience programs, ensuring they are delivered on time, within budget, and achieve desired outcomes.
- Collaborate with the COP and project partners to ensure the technical and methodological coherence and integration of cross-cutting themes such as gender, youth, inclusive governance and climate change.
- Guide the Leader and Associate Award MEAL teams in defining technical indicators and monitoring technical performance.
- Ensure that lessons learned and best practices in resilience are captured, disseminated, and used for program adaptation in the Leader Award and Associate Awards.
- Support the MEAL Director in the development and implementation of a cohesive learning agenda for the Leader Award and across the Associate Awards.
- Serve as a primary technical liaison with USAID, ensuring effective communication and collaboration within the Leader Award, and provide guidance to Technical Directors (or similar positions) within Associate Awards.
- Lead the creation of strategic partnerships with international stakeholders and develop linkages to other local and international stakeholders to enhance the quality of resilience efforts in the targeted regions.
- Advocate and lead advocacy for resilience policies and practices at various levels and communicate progress and lessons learned to a broad range of stakeholders.
- Ensure compliance with CARE’s standard operating procedures and adherence to USAID policies, regulations, and national laws regarding technical interventions.
Qualifications:
- Master’s degree or equivalent in development studies, international relations, agriculture, economics, environmental science, or related field.
- 8-10 years of relevant senior experience in leading and managing technical aspects of large-scale ($50+ million) international development projects focused on resilience, climate adaptation, and sustainable livelihoods, local civil society engagement/ governance.
- Experience managing USAID cooperative agreements and/or contracts.
- Experience working in the Sahel region.
- Successful experience in program design.
- Experience recruiting, developing, and managing staff and teams.
- Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Fluency in English and French required (spoken and written).
- Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
- Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
- Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
- Ability to travel within West Africa as required and as security conditions allow.
