Context:
Irregular migration along the Mediterranean route remains to be increasingly dangerous for migrants. Crossing the Mediterranean is by far the deadliest route, with over 26,924 missing migrants recorded since 2014 in addition to those who perish along the desert. In addition, migrants are exposed to various forms of violence, abuse and exploitation, including trafficking in persons, during their migration journey and end up with varying physical and mental health issues and worsened economic status.
To address these issues, IOM and member states have collaborated on migration management, focusing on enhancing protection, combatting irregular migration and human trafficking while promoting regular, safe and orderly migration. With support from the European Union (EU), IOM has developed targeted interventions in 16 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ethiopia, Ghana, Guinea, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Somalia, Sudan and The Gambia) to protect the safety, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, and support for sustainable reintegration. In the context of IOM’s global information management strategy, systems are being upgraded and expanded to ensure that all individuals assisted have their cases systematically stored and managed through a centralized, standardized system which allows unique cases to be tracked across different countries and access points. The expanded systems also include processes to improve the assistance workflow and monitoring of the return and reintegration experiences and outcomes of returnees, as well as the assistance provided to all migrants in vulnerable situations assisted by IOM.
Under the overall supervision of the Senior Regional Programme Coordinator (MPRR-SSA) and the direct supervision of the Regional Information Management Officer and in coordination with the Head of the Regional Data Hub (RDH), the successful candidate will support the use of information management (IM) systems in country offices, review Protection related data, (including core protection and Assistance to Voluntary Return and Reintegration (AVRR)) and information products, and conduct data collection and analysis.
Core Functions / Responsibilities:
- In close coordination with the MPRR-SSA Central Coordination Unit (Reintegration, Protection, MHPSS and Monitoring and Evaluation teams), plan, review, and implement information management activities at the central coordination unit and country levels, including specific data collection and analysis activities on core protection and AVRR
- In close coordination with the Country Offices IM Units, review and track data and reports on core protection, return and reintegration activities in the Migrant Management Operational System Application (MIMOSA).
- Perform data quality and consistency control to ensure that the data collected is accurate, reliable and aligns with the programme’s information management guidelines.
- Collect, compile, and provide necessary information and inputs to support monitoring, reporting, and project management activities, ensuring compliance with the donor reporting requirements.
- Participate in the development of standard data tools (databases, data visualization tools, automated analysis) and monitor coherent and timely use of tools.
- Provide technical support to Country Offices in information management, including capacity building sessions for AVRR staff on using MIMOSA and other information management tools.
- Compile data and insights from the AVRR program and MiMOSA to feed into regional reports from both the MPRR-SSA and RDH team as well as donor reporting.
- Perform other duties as required.
Required Qualifications and Experience:
Education:
- Bachelor’s degree in Computer Science, Information or Data Management, Engineering, Social Sciences, International Affairs or a related field from an accredited academic institution with three years of relevant professional experience; or,
- High School degree in the above fields with five years of relevant professional experience.
Experience:
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Previous experience with regional programs and/or working with different countries in Sub-Saharan Africa is an asset.
- Experience in data collection is essential.
- Proven experience in statistical information analyses.
- Experience with relevant software such as PowerBI and SQL Server
- Experience in using MIMOSA (Migrant Management Operational System Application) for reporting purposes is an asset.
- Experience in web design and software development is an asset.
Skills
- Good understanding of migration issues, in particular migrants’ protection is a strong advantage.
Languages
IOM’s official languages are English, French, and Spanish.
