Chemonics seeks a Partnerships Lead for the anticipated USAID Scaling Up Investment in Weather and Climate Information Services in Senegal project. The five-year project aims to enhance resilience, productivity, and nutritional outcomes in fishing and agriculture systems (i.e., farming, livestock, pastoralism) through expanding the use of WCIS (weather and climate information services) and early warning systems for flood control and drought forecast in the face of increased climate uncertainty and weather hazards. This will be achieved through facilitating the National Agency for Civil Aviation and Meteorology’s (ANACIM) engagement with the public and private sectors and user communities to co-produce, translate, transfer, and use free and fee-based WCIS products and services in Senegal. This project will support both private sector WCIS development, and also aims to ensure that WCIS is developed in an equitable way that delivers timely, accurate, tailored, and localized information to stakeholders and does not simply prioritize those who can pay. The primary objectives of the project are (1) to bolster ANACIM’s engagement with user communities, public and private sector actors and institutions to develop public-private partnerships that foster increased demand for WCIS; (2) to scale up public and private investment in the development of the WCIS value chain; and (3) to expand the enabling conditions and respond to the need to integrate climate change and WCIS in the nutrition and water resources management sectors.
The Partnerships Lead is responsible for leading the portfolio of partnerships, which are individual agreements with different user groups designed to test and scale innovative uptake of WCIS across Senegal. The Partnerships Lead will oversee a team of partnership managers that work closely with potential users of WCIS (farmer groups, businesses, rural associations, etc.) to understand their needs and design demand-driven strategies to increase uptake and usage of available and innovative WCIS. The Partnerships Lead will assist in the development, pilot, and testing of innovative financing, revenue and business models for the portfolio of partnerships, and include a variety of information distribution channels (telecom companies, digital applications, radio, etc.) that collectively cover a wide variety of user groups in diverse sectors (agriculture, health, nutrition, water, livestock, fisheries). This position will be based in Senegal. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Identify strategies to develop relationships with public and private sector partners and across relevant spaces, including a focus on innovative business models and a demand-driven approach to WCIS
- Supervise a team of partnership managers that make up WCIS portfolio of partnerships
- Ensure the portfolio of partnerships is technically sound, responds to user demand and needs, covers a wide range of stakeholders and use cases, and focuses on piloting sustainable uptake of WCIS
- Develop a strategy to increase pipeline of potential partnerships, including awareness of WCIS projects across national and local government, private sector, and other critical stakeholders
- Work with technical leads to identify where partners could support technical objectives and priorities
- Oversee subcontract and grant development to support partnerships, drawing on the needed weather and climate technical expertise, sector expertise, and other business plans to ensure technically sound partnerships with exit strategies built in from the start
- Contribute to the development of full grant packages for Chemonics International and USAID approval along with Chemonics headquarters teams
- Coordinate capacity building support and training needs for partnership stakeholders, including government agencies, to ensure portfolio of partnerships has highest chance of success
Qualifications:
- A master’s degree or equivalent advanced degree in international development, business administration, climate science, economics, environmental studies, agriculture, finance, or another relevant field preferred
- Experience collaborating with public and private sector actors required
- Demonstrated success in encouraging private and public sector investment in demand-driven climate information services required
- Familiarity with key WCIS stakeholders (ANACIM, MWGs, businesses providing WCIS information in supply chain, etc.) and a strategic vision to increase uptake by end-users
- Experience managing a team required, with preference for demonstrated ability to manage a team working remotely and across geographies
- Experience soliciting, designing, and managing grants to achieve desired technical results
- Experience assessing and building partnership stakeholders and grantee operational capacity
- Demonstrated leadership, versatility, and integrity
- Fluency in written and spoken English and French (required)
- Authorization to work in Senegal (required)
