SOS Children’s Villages International is the umbrella organization of the worldwide federation of SOS Children’s Villages. As a non-governmental social development organization, we support children deprived of parental care and families living in difficult conditions through care, education, health and emergency aid services, and we defend the rights of children and young people, in alliance with a wide range of partners. We work in 136 countries and territories, reaching over a million children, young people, families and carers every year.

The international regional office for West, Central and North Africa, based in Dakar (Senegal) covers 21 countries in the region.

To help us assume this important responsibility, we are now looking for a committed individual to fill the position of:

Regional Emergency Response Coordinator

(M/F)

Duty station: Dakar, Senegal

Mission: The Regional Emergency Response Coordinator will lead the coordination and implementation of the GFFO (German Federal Ministry for Economic Cooperation and Development) funded project in three countries (Benin, Burkina Faso and Togo). He/she will be responsible for ensuring donor’s compliance, timely submission of high-quality reports and other requested documents, activities and financial (BVA, budget planning and development) follow up.

Besides, as part of the Emergency Response Department, the Coordinator will assist other colleagues in writing concept notes and project proposals, developing and piloting new tools, and budget planning for other projects that we may have in the region.

Duties and responsibilities:

Project Coordination and Management:

  • Oversee the implementation of the multi-country project, ensuring it aligns with the project proposal, donor requirements, and the Emergency Response department’s strategic goals.
  • Develop detailed project work plans, budgets, and monitoring mechanisms to track progress and achieve project objectives.
  • Coordinate with relevant stakeholders, including country offices, collaborates, and government authorities, to ensure effective project implementation and adherence to agreed-upon standards.
  • Lead regular project review meetings and provide timely reports to the Head of Regional Emergency Response and relevant stakeholders on project status, challenges, and achievements.

Finance Management:

  • In close collaboration with the Regional Finance department, take the lead in financial planning, budgeting, and forecasting for the project.
  • Ensure compliance with financial procedures, donor regulations, and reporting requirements.
  • Oversee the allocation and disbursement of project funds to three country offices, ensuring proper financial documentation and accountability.
  • Monitor project expenditures and variances, proactively identifying and addressing any financial issues that may arise.
  • Collaborate with the finance team to prepare accurate and timely financial reports for submission to the donor and internal stakeholders.

Reporting and Documentation:

  • Prepare timely and accurate reports on project progress, achievements, challenges, and lessons learned.
  • Ensure that project documentation, including reports, case studies, and success stories, is organized and accessible for internal and external purposes.

Monitoring, Evaluation, and Learning (MEAL):

  • Work closely with the MEAL team to design and implement a robust monitoring and evaluation framework for the project.
  • Facilitate regular project assessments and evaluations to measure progress and impact against predefined indicators and targets.
  • Use monitoring data to identify areas for improvement and learning, and incorporate lessons learned into project planning and implementation.

Team Management and Capacity Building:

  • Provide leadership and guidance to the project team, ensuring effective teamwork and collaboration.
  • Conduct regular performance evaluations and support staff in their professional development.
  • Identify capacity-building needs and organize relevant training and coaching sessions for project staff.

Ad hoc tasks:

  • Collaborate with the Regional Emergency Department in the development of project proposals for new emergency response initiatives.
  • Provide technical expertise (especially on Child protection in emergencies, MHPSS and GBV) and guidance to country offices and project teams on emergency response strategies, best practices, and innovative approaches.
  • Support the creation and maintenance toolkits, guidelines, and resources to support emergency response operations across the region.

Requirements:

  • A Master’s degree (or equivalent experience) in Humanitarian action, International Cooperation, Disaster Management, Project Management, or related areas.
  • Demonstrable knowledge and at least 03 years of practical work experience, preferably with non-profit or NGO within international humanitarian assistance programs, with proven capabilities in the project management cycle.
  • Proven experience in writing concise and high-quality reports, concept notes and project proposals.
  • Strong financial management skills, including budgeting (BVA), financial reporting, and grant management.
  • Familiarity with GFFO or other international donor regulations and reporting requirements.
  • Ability to use internal database and policies (Humanitarian Mandate, Fund development, Connect SOS, Core Humanitarian Standard, Companion for Child Protection).
  • Deep and clear understanding of humanitarian principles, codes of conduct and ideally, specific sub-sector work: protection, nutrition, livelihoods, linked to INGO field operations contexts.
  • Perfect command of French and fluent in English (both written and spoken).
  • Possess strong proficiency in Microsoft Excel, including good knowledge of spreadsheet functions, formulas, and data analysis tools.
  • Excellent interpersonal skills and the ability to work effectively with diverse teams.
  • Proven ability to be flexible and work well under pressure in fast-paced team environments.
  • Excellent negotiation skills with multiple stakeholders.
  • Good training skills – the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
  • Ability to travel as required and in difficult situations to monitor project activities.

Desirables:

  • Availability to immediately start the role.
  • Working knowledge in German would be an asset.
  • Experience in working in West Africa, especially a good knowledge on the Sahel crisis and the humanitarian context in the costal countries.
