PATH is working closely with the Ministry of Health to improve service delivery and care for the Senegalese population and the region. We are strengthening vaccine and drug availability and cold and supply chains.
PATH is partnering with Research Triangle Institute (RTI) as part of the OWOD project. The goal of this USAID Integrated District Health (IDH) in Senegal is to provide comprehensive support to health districts in five priority regions (Diourbel, Kolda, Sédhiou, Tambacounda, and Kédougou) to be more efficient, inclusive, and connected through a shared vision of universal quality health coverage. The annual work plans (AWPs) developed will be implemented in partnership with district-level actors, while ensuring that communities are strengthened in their demand for and monitoring of quality health service delivery at all levels. The USAID IDH project priorities for Year 1 are framed in the indicators and targets of the USAID Strategic Framework for 2021-2025 leading to strengthened health systems, increased access to and quality of health services, and increased participation of communities and other stakeholders.
The RTI Consortium and its partners will adopt the principles of local leadership to help the Government of Senegal further achieve its priorities as defined in the Health Sector Investment Plan, the National Health and Social Development Plan (PNDSS) 2019-2028, and the Plan Sénégal Émergent (PSE), by empowering the Ministry of Health and Social Action (MSAS) at the regional and district levels, civil society, the private sector, and local authorities to foster an effective solution and inclusive management of the health system.
The Supply Chain Senior Program officer will work with the medical regions and districts and private, community-based organizations and communities to develop and scale up health solutions for supply chain strengthening, increase access to reproductive health commodities, and improve malaria control programs.
Her/his activities will be supervised by the OWOD Technical Director and supported by the regional coordinators in the 5 target regions of the project as per the work plan developed for the project. She/he will coordinate and plan supply chain activities in the regions with all partners, in collaboration with the technical team at the central level. In close collaboration with the COP, DCOP and regional coordinators, the malaria focal points, and the Supply Chain Senior Program officer will provide technical direction and leadership for supply chain activities.
She/he will sit at the RTI office according to mutual agreement between the 2 Organizations.
Responsibilities include:
- The senior program officer will work 100% of his time on the OWOD project’s supply chain-related activities.
- Ensure the implementation of activities by developing an action plan and timeline of activities in the five (5) project regions in line with the project’s workplan.
- Provide technical assistance to Districts Management teams and Health Post Managers in assessing existing tools for managing health centers’ medicines and promoting the availability of ancillary supplies for IPTs receiving expanded health services;
- Determine the needs of CHWs with respect to the use of existing information systems, storage and transportation of products.
- Support Medical Region and District Health Management Teams in capacity building on supply chain activities
- Ensure the preparation of the basis for allocation of regional envelopes for direct funding of supply chain activities.
- Support districts teams to promote continuous feedback loops to ensure that CHWs will have the products and supplies needed to complete Rapid Diagnostic Tests and deliver ACTs;
- Support the revision of regulatory frameworks for private sector distribution at operational levels, as well as the HD in organizing integrated training supervisions to improve private sector performance in the drug supply chain;
- Participate in meetings with collaborating agencies and industry representatives.
- Work closely with PATH project leads at country as well as headquarters (Seattle) levels, the Senegal Ministry Health, and others partners when relevant to develop protocols, data collection forms, and training materials for project activities and be the contact with the MOH to gauge interest for new project proposals.
- Coordinate execution of any required legal agreements between RTI, PATH, the Ministry of Health, and other implementing partners as needed.
- Plan and execute trainings with support from administrative staff, partners, and consultants.
- Monitor performance of trained staff and partners, and plan refresher training sessions and ongoing capacity building as needed.Ensure periodic supervision in the field for the best progress of the implementation of the overall projects.
- Ensure regular data collection according to the indicators through field visits and regular contact with local staff and service providers.
- Hire, monitor and supervise consultants to ensure that deliverables are of good quality and on time.
- Oversee implementation of ongoing/proposed activities Documentation and reporting:
- Write brief monthly reports on activity progress.
- Provide analysis of collected data and results in collaboration with PATH’s and RTI’s project leads to inform overall project monitoring and evaluation effort.
- Provide review of final project reports as requested.
- Contribute to manuscripts for publication as requested.
- Any other activities as requested by the RTI and PATH.
Required Skills and experience:
- Bachelor degree in public health or related field (Healthcare Administration, Project Management, Healthcare Organization, etc.).
- At least 10 years of previous experience working in supply chain management.
- A minimum of 10 years progressive work responsibility with strong project management experience.
- People management experience a strong plus.
- Demonstrated leadership qualities at high-management level.
- Demonstrated experience in implementing public health programs or projects in related fields.
- Demonstrated ability to work effectively with national governments, international agencies, the private sector, and non-governmental organizations, in resource poor settings.
- Innovative and results-oriented approach to problem solving. Proven success developing and implementing strategies to improve supply chain and immunization coverage and processes in resource poor settings.
- Excellent knowledge of processes optimization approaches and change management.
- Ability to work effectively in a collaborative work environment with strong interpersonal and facilitation skills.
- Working knowledge of policy and regulatory issues related to supply chain or other health innovations into public health systems in Western and Francophone Africa.
- Ability and willingness to travel within Senegal and occasionally abroad.
- Strong oral and written communication skills.
- Fluency in French required and good level in English desirable.
- DHIS2 previous exposure a strong plus.
