Evaluation of MCC’s Senegal Reform Activity

Abt Associates is seeking a qualified consultant to support the anticipated evaluation of the Millennium Challenge Corporation’s Energy Sector Reform Project in Senegal. This position is contingent upon award of the project to Abt Associates.

The objective of Reform Project is to create an enabling environment to improve the financial viability of, and to ensure good governance in, the power sector, with the intent of improving the quality and quantity of the electricity supply. To accomplish the Reform Project Objective, the Project will strengthen the laws, policies, and regulations governing Senegal’s electricity sector, as well as the institutions responsible for implementing them, particularly the utility (Senelec), the regulator (the Commission de Régulation du Secteur de l’Electricité or CRSE), and the ministry responsible for energy and petroleum (Ministry of Energy).

The evaluation will answer questions about the extent to which the project was implemented according to plan (in terms of quantity and quality of outputs) and whether the project achieved its stated objective in the timeframe and magnitude expected.

Indicative Roles and Responsibilities

• Provides expertise in complexity science, political economy analysis, and other frameworks to analyze institutional change and policy reform in the energy sector.
• Embeds the evaluation in a framework for institutional change, drawing on literature in areas such as new institutional economics, political settlements and political economy, complexity science, organizational capacity development, and other relevant areas.
• Contribute to all major deliverables including the Evaluation Strategy Memo, the Evaluation Design Report, the Baseline Report, the Implementation Report, and the Final Evaluation Report.
• Contribute to the development of data collection instruments and participates in data collection activities, where needed.
• Collaborate with the evaluation team to interpret findings.
• Participate in presentations and other dissemination activities.

Required Qualifications

• Experience leading studies using an analytical framework related to complexity science, systems, political economy, and/or institutions in a developing country context.
• At least one peer reviewed publication using an analytical framework related to complexity science, systems, political economy, and/or institutions.
• Experience with diverse qualitative research methods, including participative and action-oriented ones.
• Professional proficiency in French.
• Master’s degree, or above, in international development, social sciences, political science, government, institutional economics, or related field.

Preferred Qualifications

• Experience with designing and delivering adult learning content and/or facilitating collaborative workshops.
• Experience with gender and social inclusion research.
• Experience conducting primary data collection in Senegal.
• Fluency in Wolof.
