Context:

The Regional Office for West and Central Africa provides direct support to the Organization’s crisis-related work including preparedness, response, risk reduction and support to recovery, transition, and peacebuilding processes. The portfolio includes also support to refugee resettlement and population movement operations. The region is affected by sudden and protracted crises inducing population movements such as the Malian crisis, the Central African Republic crisis, the Lake Chad Basin Crisis, recurring flooding in most countries during the rainy season, as well as the ongoing drought, food insecurity and insecurity in the Sahel region. More recently, the Mali-Niger-Burkina Faso triangle is seeing increasing inter-community conflict and displacement.

Under the direct supervision of Regional Emergency and Post Crisis (EPC) Specialist in Dakar, the overall supervision of the Regional Director for West and Central Africa and in coordination with the relevant Department of Operations and Emergencies (DOE) Units in HQ, the successful candidate will act as IOM’s Regional Emergency and Post-Crisis Officer. The Regional Emergency and Post Crisis Officer will monitor and analyze regional thematic trends; support regional and at the Country Offices’ level thematic project and strategy development; support the review and endorsement of projects and reports related to the EPC thematic area of expertise in the region and support field assessments and operations.

Core Functions / Responsibilities:

1.Support the Regional EPC Specialist in providing capacity building, training, and general support to Country Offices (COs) in the Region. Contribute to building the capacities of IOM staff in the thematic areas through a combination of formal training and on-the-job mentoring.

2.Contribute to reviewing, endorsing, and tracking project proposals developed by COs in the Region, and maintain regular coordination with relevant HQ Divisions on endorsement, reporting and monitoring of results. Ensure that all endorsed projects are:

a) Consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies;

b) Coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s); and,

c) Developed according to IOM’s project development procedures as established in the IOM Handbook on Projects.

3.Monitor developments in the thematic areas, in close collaboration with the Regional EPCSpecialist, other Thematic Specialists in the Regional Office, COs and relevant HQ Departments.

4.Support coherent contextual analysis of crisis situations, coordination, prioritization and operational planning, including through the use of the Migration Crisis Operational Framework.

5.Contribute to the development of regional and multi-country programmes and projects within the DOE thematic areas and identify anticipated synergies between them.

6.Contribute to developing regional thematic guidance notes, information sheets and policy documents in coordination with COs and relevant HQ Division(s).

7.Support the development of partnerships with operational agencies in the United Nations,non-governmental organizations and civil society communities. Participate in regional meetings/working groups relevant to the different EPC thematic areas and contribute to country-specific or regional initiatives.

8.Act as the focal point for refugee resettlement in the Region, in close collaboration with the Ghana Office, troubleshooting issues and monitoring charging of Service Fees.

9.Undertake frequent travel throughout the Region.

10.Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Affairs, Economic, Social Sciences, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project and programme development and management;

• Experience in liaising with government authorities, inter-governmental institutions, other national and international institutions and national and international NGOs; • Experience in developing and implementing project fund raising strategies.

Skills

• Proven technical knowledge of the mobility impact of crises and how migration and crises interlink;

• Proven knowledge and understanding of humanitarian, peacebuilding and post-crisis recovery frameworks and policies as well as crisis-related land and property issues, including the relevant institutional frameworks (e.g. IASC for humanitarian sector);

• Proven knowledge and understanding of the DOE thematic areas and how they relate to preventing and addressing crises, including crises created by natural disasters and conflict;

• Knowledge of monitoring and evaluation processes.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
