Context:
The Africa Regional Migration Program (ARMP) is funded by the United States Department of State Bureau for Population, Refugees, and Migration.
The overall goal of the ARMP is that countries strengthen and promote well-managed migration as well as reduce migrant vulnerability both on their own and in partnership with their neighbors and other stakeholders, including private sector and non-governmental partners. The program emphasizes building the capacity of governments that are committed to improving migration management through policy, while also increasing coordination with relevant stakeholders, such as other governments, United Nations agencies, civil society institutions, regional economic commissions, consultative processes, African Union, the private sector, and recruitment agencies.
The program covers three main outcomes which are migration management, partnerships, and crisis response. It benefits governments in 25 African countries, including eight countries in West Africa: Côte d’Ivoire, Gambia, Guinea, Mauritania, Niger, Senegal, Sierra Leone, and Togo.
Under the overall supervision of the Chief of Mission in Senegal, the direct supervision of the ARMP Programme Officer; and, in collaboration with relevant units at Regional Office for Southern Africa (RO Pretoria) and the Global Knowledge Management (GKM) unit at Washington D.C., the Senior Monitoring and Reporting Assistant will be responsible and accountable for monitoring and reporting on Programme’s achievements in West Africa.
Core Functions / Responsibilities:
1. Assist the Programme Officer in drafting and reviewing the regional quarterly and yearly reports, in coordination with the implementing countries in West Africa, with the ARMP Reporting Officer (based at ROSA), and in line with the donor’s requirements.
2. Assist the Programme Officer in timely identifying monitoring needs and developing adapted reporting tools, in close collaboration with the ARMP M&E Officer (based at RO Pretoria)
3. Ensure timely submission of reporting and monitoring documents, and in liaison with the offices of ROSA and GKM, including monthly calls, quarterly report, final report, tri-annual donor meeting, bi-annual coordination retreat, and country specific analysis for eight West African countries.
4. Train in-person or online on ARMP monitoring and reporting tools for country-level focal points and monitoring officers;
5. Collect, compile, and report on country, sub-regional, and continental status for further assessment by ARMP Programme Officer and Coordination team;
6. Maintain collaboration with country missions, stakeholders, IOM offices and donors on activity implementation and expenditure planning.
7. Assist the Programme Officer in the implementation of monitoring and reporting activities.
8. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Bachelor’s degree in political sciences, statistics, economics, social sciences, or a related field from an accredited academic institution, with four (4) years of relevant professional experience in programme monitoring and reporting, or,
- High School Degree with minimum six (6) years of relevant professional experience in programme monitoring and reporting.
Experience
- Proven experience in programme monitoring and reporting, stakeholders’ communication and data assessment, and preferably in English.
- Previous work experience in migration management is an asset.
- Previous work in the United Nations System is an asset.
Skills
- Advanced knowledge of MS office, Excel, SharePoint with a knowledge of data processing software (SPSS, Stata, GIS, etc.) is a strong advantage;
- Strong knowledge of technical assistance, public policy support, and capacity building on migration governance in West Africa; and,
- Strong knowledge of project administration, preferably within a United Nations agency.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written) with proven drafting and editing skills.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/oral assessments.
