IOM has been expanding its emergency preparedness portfolio to provide a platform for IOM staff to effectively anticipate, respond to and recover from the impacts of the likely, imminent or current disasters. This includes strengthening IOM’s emergency preparedness capacities through increasing its readiness for emergency response at the Regional Office (RO) level, to increase predictability and consistency in readiness planning across all ROs. This will ultimately aim to improve Country Offices (COs), and ROs’ readiness capacities to respond to identified/anticipated (including climate related) risks, as well as other emerging risks while ensuring much stronger positioning of IOM and strategic partnerships with relevant stakeholders involved in emergency preparedness.

In coordination with the Emergency Preparedness Unit under the PCCA Division, under the direct supervision of the Regional Emergency Preparedness Officer and the overall supervision of the Senior Emergency and Post Crisis Specialist, the Intern – Emergency and Post Crisis Unit will be responsible for the following duties:

Core Functions / Responsibilities:

  1. Support regional risk scanning and analysis at regular intervals, in coordination with ROs, and COs to inform and help trigger emergency preparedness and response, and liaise and coordinate information sharing with RO, and CO focal points for risk analysis and monitoring.
  2. Support COs in the region in maintaining information management & knowledge management on Emergency Preparedness (EP) via the existing tool such as the EP Dashboard, and promote contingency planning, and enhanced preparedness accordingly.
  3. Support the development and review of IOM missions finalized contingency plans and support their review based on latest available information, in close coordination with relevant thematic experts and senior officials.
  4. Assist in the monitoring of the application and analyse feedback from the implementation of emergency preparedness standards, guidance and tools, and leverage these inputs with a view to harmonizing programmes for enhancing emergency preparedness and response.
  5. Assist country offices within the region in critical phases of preparedness and humanitarian response through mission travel. Support complex emergency countries during strategic moments of interagency assessment and planning, including planning for integrated United Nations (UN) presences.
  6. Assist in the Identification of new opportunities for emergency preparedness and participate in the development of project proposals in coordination with Resources Management Unit, the Regional Office and Program/Project Managers, notably to strengthen linkages with Emergency programming, and Climate/DRR programs as relevant (e.g., MECR-CADRI, DOE-MICIC, Global Stocks).
  7. Assist in the identification of those IOM implemented programmes and projects which may have an emergency preparedness component/link, and assist in the formulation of recommendations for the development of synergies as appropriate and feasible, with a focus on training.
  8. Perform such other duties as may be assigned.


Master’s degree in international relations, Political Science, Business or Public Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.


  • Knowledge and experience of different aspects of emergency preparedness and response around IOM emergency programming.
  • Experience in the field of emergency response, humanitarian assistance in natural disasters and conflict contexts.
  • Experience working at an international level with UN, international organization and non-government organizations in complex humanitarian and emergency operations;
  • Experience in programme coordination, project development and monitoring and evaluation.


  • Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems.
  • Ability to work with minimum supervision.
  • Capacity to work effectively in high-pressure, rapidly changing environments.
  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).


  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in French and English are required (oral and written). Working knowledge of another official UN language (Arabic, Spanish) is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

In general, the Internship Programme aims at attracting talented students and graduates who:

  1. a) have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities;
  2. b) are holding a scholarship for internship placements in international organizations and/or for whom internship is required to complete their studies; or

The appointment is subject to funding confirmation. Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances.
