Background

The Global Protection Cluster (GPC) was established in 2005 directly as a result of the Humanitarian Response Review and is led by UNHCR. The GPC is the only cluster to have Areas of Responsibility (AoR) – Child Protection, GBV, HLP and Mine Action – within the Protection sector and identified focal point agencies to assume responsibility and accountability for each AoR. The Norwegian Refugee Council (NRC) has been leading the HLP AoR since the end of 2016.

The HLP AoR aims to facilitate a more predictable, accountable and effective response by coordinating and providing global level inter-agency policy advice and technical guidance on HLP concerns that arise in humanitarian action, complex emergencies and disasters. Its overall objective is to facilitate a more systematic approach to addressing HLP issues on the ground by promoting collaboration and complementarity of efforts amongst agencies undertaking HLP activities and by addressing gaps in policy and technical areas. Current HLP AoR strategic objectives are: (i) improved global support to HLP coordination and response; and (ii) enhanced global attention to HLP through donor engagement, advocacy and HLP inclusion across clusters. HLP is increasingly understood to be a cross-sectoral matter and should be integrated into any analysis or programming related to housing or land (e.g. shelter, WASH, CCCM, Food Security/Livelihoods) and at all phases of response.

About the Position

NRC requires an experienced HLP Information Management and Coordination Adviser to support NRC’s work leading the Housing, Land and Property Area of Responsibility (HLP AoR) within the Global Protection Cluster. This role will have two main areas of focus: (i) the management of information and data and its use in facilitating more effective HLP coordination and response, advocacy and resource mobilization, and (ii) direct support to the six current Francophone HLP Working Groups and AoRs, on behalf of the global HLP AoR, and with the support of the global coordinator.

The primary role is global and information management support for the HLP AoR with an additional role as coordination support to HLP Coordination and NRC in Francophone Central and West Africa. The main tasks are as follows:

Global information and data management (65%)

  • Support the global coordinator to lead the HLP AoR on behalf of NRC and represent the HLP AoR as part of the GPC team.
  • Contribute to the strengthening of the HLP AoR as a service provider on matters related to land at global and field levels.
  • Manage information flow from HLP coordination mechanisms in humanitarian responses
  • Consolidate response monitoring, capture trends and learning specific to HLP within the AoRs and across relevant clusters/sectors
  • Working with country leads/co-leads, protection cluster and global coordinator, identify local/national partners for pilot to develop as co-leads of HLP AOR/Working Group and/or regional Helpdesk representatives
  • Lead on global HLP indicators development, including with GPC (protection analytical framework), with the humanitarian programme cycle and other inter-sector initiatives, for example JIAF (Joint Intersectoral Analysis Framework)
  • Collaborate with IM specialists (including GPC) on improving HLP data collection and analysis – for example JIPS, Imap, ACAPS etc.
  • Ensure that the HLP AoR website is updated with the latest tools, guidance and information from HLP partners. .

Coordination support to Francophone HLP AoR and Working Groups (35%)

  • Represent the global HLP AoR in support to HLP Working Groups, AoRs and other coordination mechanisms in French-speaking contexts
  • On behalf of the global HLP AoR (and in collaboration with the global coordinator), support the organisation and leadership of regular HLP AoR meetings, webinars, briefings, thematic roundtables and other HLP related events at global, regional and/or country level as required, in French and English.
  • Organise and lead Francophone HLP AoR meetings for Central and West Africa at the regional level – and ensure these are coordinated with and in dialogue with the global HLP AoR
  • Provide technical support to Francophone country level HLP sub-clusters, working groups and other coordination mechanisms, as well as respond to field requests, including by undertaking field support visits.
  • Coordinate with HLP resources in other sectors, such as the Shelter Cluster HLP Roving Capacity.
  • Support global coordinator with provision of training for humanitarian actors and other relevant stakeholders on HLP upon request; provide technical input for the development of HLP training modules in other sectors.

General

  • Participate in NRC’s ICLA, protection and coordination strategy and activities at global, regional and country levels (as relevant).
  • Support in-house tasks to increase NRC’s HLP capacity and strategy for protection coordination.
  • Other tasks as assigned by global HLP AoR Coordinator

What you will Bring

  • Minimum of 3 years of experience with technical/programming expertise on HLP.
  • Minimum of 3 years of experience in the humanitarian sector, including at least 1-2 years of recent field experience.
  • Demonstrable professional experience in information management, analysis and data visualisation, including the ability to advise HLP Working Group and AoR coordinators on the use of, for example, qualitative data, indicators, severity ranking and monitoring and evaluation.
  • Experience of sector or cluster information management and coordination, preferably related to HLP, protection, shelter or CCCM.
  • Knowledge of the humanitarian response context in Central and West Africa. Knowledge of HLP in Central West Africa a significant advantage.
  • Excellent command of French, both written and verbal essential. Professional knowledge of English essential.
  • Excellent organisational, coordination and facilitation skills.
  • Strong inter-personal skills and ability to work across organisations and sectors
